Overview

Research Triangle Institute (RTI) has over 30 years' experience assisting governments, communities, and the private sector. SG&R's Energy Division is working to develop and implement low emission energy technology alternatives, raise private financing for energy infrastructure, bring efficiency to utilities, work with governments on legal and regulatory reforms to alleviate bottlenecks in energy generation and consumption, and increase access to green energy to sustain economic growth and reduce poverty. We serve as a chosen partner for USAID's Power Africa program in sub-Sahara Africa and have an established international energy portfolio of over $300 million across Africa, Asia, Pacific Islands, and Latin America and the Caribbean.

Project Description
The anticipated USAID WAGE II activity will support organizations in developing countries to increase women's workforce participation and improve gender equality in male-dominated sectors worldwide, leading to tangible economic outcomes for women and improved company performance.

Position Description
RTI is seeking a Chief of Party (COP) for the upcoming WAGE II Opportunity. The COP will be responsible for overall project performance, management, and execution ensuring all project deliverables are exceptionally exceeded within budget and compliance for program activities. This position will provide project planning, oversight, leadership, and coordination. The COP will build and maintain strong and favorable client, partner, community, home office, and team relations. They may provide technical assistance and support activities, where necessary. The COP will report to RTI's Home Office and will be based in Washington D.C. with up to 30% travel expected.

This position is contingent upon award and funding.


Responsibilities

Responsibilities of COP include, but are not limited to:

  • Responsible for the overall management and administration of the Task Order.
  • Supervise all aspects of implementing and tracking the work plan, providing quality control of products prepared by the project team and subcontractors, and liaising with and providing expert guidance to USAID.
  • Serve as the principal liaison with USAID staff, institutions, and country partners to exchange information and develop professional relationships, including verbal and written presentations, as requested by the Contracting Officer or the Contracting Officer's Representative for varied audiences.
  • Lead project team in setting and achieving project goals, in collaboration with USAID.
  • Set vision and strategy for the project in partnership with USAID and build consensus around that vision and strategy internally and externally.
  • Engage with USAID bureaus, USAID missions, and other USG agencies to develop buy-in SOWs, promote project activities, successes, collaboration, and learning.
  • Lead planning, oversight, and coordination of all project activities and personnel, operational and technical.
  • Manage client relations and serve as primary liaison and RTI Representative with the client and stakeholders regarding overall policy, resource mobilization and allocation, joint initiatives and coordination of project management and planning.
  • Ensure integration of project activities through 1) the annual work plan and budgeting process; 2) creating/maintaining an effective project management team; 3) overseeing an effective monitoring and evaluation system.
  • Responsible for ensuring all staff receive adequate security and operational support and that standard operating procedures are implemented and followed.
  • Manage all aspects of staffing and creating/maintaining a clear organizational structure with specific roles, responsibilities, and reporting lines.
  • Ensure management systems are operational to track expenditures (including labor) and monitor them against the project work plan and budget, according to both company policy and client standards/regulations.
  • Responsible for developing and implementing practices to ensure a high level of staff morale and retention.

Qualifications

Qualifications:

  • Bachelor's degree in and 15 years of experience, or Master's and 12 years of experience.
  • Minimum seven (7) years of relevant experience in gender, economic growth, water, energy, business, or related areas.
  • Experience working to strengthen the commercialization of utilities and/or strengthening human resources and operations in private or public sector institutions.
  • Experience in rapidly assembling and managing teams that have the appropriate skills and experience to execute identified tasks effectively and provide strategic leadership to the project.
  • Experience working on gender equality and women's empowerment and implementing cross cutting programs.
  • Previously worked in a leadership position that involved direction over relevant gender, energy, water, economic growth, or business strengthening activities either inside or outside the United States.
  • Must have experience working in developing countries.
  • Demonstrated highly developed interpersonal skills.
  • Excellent oral and written communication skills.

The anticipated pay range for this role is listed below. Our pay ranges represent national averages and may vary by location as a geographic differential may be applied to some locations within the United States.

$140,000-$173,000
