Job Description

Position Objective:

The position responsible for the strategic direction, organization, planning, leadership and control of department-level human resources and assets. Such efforts help to maintain a safe and comfortable physical environment for hospital staff, patients and the general public. Develops departmental strategic plans and ensures the achievement of assigned short and long range goals in collaboration with other internal and external teams.

The position has direct responsibility for the leadership of the facilities operational administration and the management of the physical assets for the organization, operational budgets, tactical plans and policies and regulatory compliance. Is responsible for establishing productive working relationships with all LHAAMC departments as well as appropriate Luminis Health departments, and for being responsive to community and medical staff needs. The Director or designee will also serve as the Life Safety Officer and Chair the Environment of Care Committee.

  1. Develop a vision for the Department that is shared by the management and staff teams. Lead or support project planning, infrastructure functional programming, construction quality control, renovation processes, major equipment purchases, and project commissioning. Encourage, evaluate and champion these initiatives while minimizing risk.
  2. Develop operating plans to assure efficiency and decrease down times. Support planning activities for new facilities or redesign of present areas, integrating departmental participation and articulating organizational requirements among employees, patient care teams and associated consultants maintaining project schedule and budgets. Lead or support project planning, infrastructure functional programming, construction quality control, and commissioning of assigned projects.
  3. Provide an environment for patients, visitors, medical staff, employees and the general public that promotes service excellence and is in keeping with the Joint Commission for the Accreditation of Healthcare Organizations Environment of Care and Life Safety standards as well as local, state, and federal regulatory agency requirements Ensure compliance through policy and procedure, preventative maintenance and work order programs.
  4. Serve as leader of or participate as an active member of appropriate committees (i.e. Environment of Care Committee, the Safety Committee and the Emergency Preparedness Committee).
  5. Create an environment that promotes workforce recruitment, retention and professional development within assigned areas to achieve and maintain quality services and positive employee relations. Mentor and teach others as part of their development. Serve as a role model for leadership, accountability and teamwork.
  6. Develop and nurture relationships that support the organization's culture of respect, inclusion, service and excellence while furthering a culture of safety, transparency and open communication among all stakeholders (e.g. inspectors, contractors, employees, patients, etc.). Ensure visibility and collaboration with peers and customers.
  7. Develop and manage departmental operating and capital budgets and ensure fiscal and resource stewardship. Develop and manage a strategic equipment plan for areas of responsibility that informs the LHAAMC capital plan.

Educational/Experience Requirements:

The minimum level of education and experience for this position includes:

  • Bachelor's Degree in Engineering, Health Care Management, Business Administration with coursework in Healthcare and Project Management.
  • Masters preferred
  • Eight years in Healthcare system with increasingly complex management experience.
  • Leadership, analytical, conceptual and interpersonal skills to provide direction to staff and implement major strategies in the health care system.
  • Demonstrated successful project management experience.
  • Computer literacy required; working knowledge of Microsoft Outlook, Word, Excel, PowerPoint, and MS project.

Required License/Certifications:

  • Preferred: Certified Healthcare Facility Manager (CHFM), Certified Biomedical Equipment Technician (CBET) or other designation or certification
  • Must have a valid Maryland driver's license and a driving record with no more than two (2) points

There is reasonable expectation that employees in this position will be exposed to blood-borne pathogens.
