Job Summary:

The Mfg & Test Engineering Manager will lead a group to define, implement, and improve upon our build procedures, test stations, and other support programs for Cubic's manufacturing operations, optimizing the processes for the assembly, testing, data collection, and troubleshooting of our advanced systems and sub-assemblies.

Essential Job Duties and Responsibilities:

  • In coordination with the Site Leader develop the strategy and process capabilities for the overall manufacturing operation in support of our business growth.
  • Direct the work of Manufacturing & Test Engineers to accomplish the goals and objectives of the department while also participating in efforts.
  • Help establish and implement strategies for improving manufacturing capacity, throughput, and yields to meet production needs. Ensures budget, schedules, and performance requirements are met while determining the optimum equipment necessary to meet objectives.
  • Analyze product requirements, system design documentation, and RMA's in order to assist in the development of performance improvement plans and strategies.
  • Liaise with the test automation software team to assist in the planning and execution of development, sustainment, maintenance, and deployment of automated software solutions utilized by the test team. Implement performance tests based on analysis of the functional specifications of our products.
  • Work closely with manufacturing and engineering managers to establish requirements for the test equipment operator interface, usability, and maintainability.
  • Develop and release test stations for our manufacturing processes so that the proper level of testing, data collection, troubleshooting, and repair can be achieved efficiently and with optimal process quality. Ensure the ability to report on metrics including first pass yield, re-test yield, and efficiencies.
  • Ensure all test equipment is properly maintained and calibrated.
  • Identify performance bottlenecks throughout the system and enact improvements.
  • Review emergent product designs to identify potential design or test limitations.
  • Analyze design verification test results to accurately assess product quality and identify potential solutions to improve performance. Interact with Design For Manufacture engineering team as an advocate for getting high-performance designs incorporated upfront and insure the smooth integration of new products into production.
  • Work with our Procurement group to ensure the proper implementation of CCA, sub-assembly, and final assembly tests performed at supplier locations.
  • Assist engineering and manufacturing in the diagnosis, troubleshooting, and resolution of performance issues. Assist in the definition of internal quality control standards.
  • Maintain test data for mining and SPC utilization. Document and present performance test findings as required.
  • Lead and participate in root cause identification, countermeasures, and continuous improvement activities using statistical methods, recommend changes in design, tolerances, or processing methods. Analyze & design lean mfg cells to optimize the utilization of space, equipment, and personnel.
  • Identify opportunities and implement changes to improve products or reduce costs using knowledge of fabrication processes, tooling, and production equipment, assembly methods, quality control standards, or product design, materials, and parts.
  • Help drive the processes for moving products & and equipment developments from initial concept through to final production. Provide technical expertise or support related to complex manufacturing challenges.
  • Provide leadership and management oversight for direct reports, including goal setting and performance management. Assist individuals in carrying out development plans and perform regular performance and development reviews.
  • Establish a program for training both professional staff and production operators in the use of developed test stations.
  • Some travel, less than 25% domestic and international.

Minimum Job Requirements:

  • BS degree in Electrical or Mechanical Engineering, or relevant field, Masters preferred.
  • Seven years in a manufacturing, test engineering, or similar environment with at least two years in a management role directly leading engineers and technicians.
  • Experienced in test process evaluation and development, DFT, and DFM principles.
  • Minimum of 3 years' experience with a formal MRP system, SAP preferred.
  • Familiarity with schematic capture and mechanical modeling tools (e.g. OrCAD and SolidWorks).
  • Familiarity with the design of both digital and analog circuits.
  • Knowledge of computer and test equipment interface protocol (e.g. RS-232, i2c, SPI)
  • Knowledge of advanced languages commonly employed in automation test scripts (e.g. Python, VBScript).
  • Ability to lead the development, design, and construction of both off-the shelf and custom mechanical interface fixtures.
  • Must be a United States citizen, eligible for Secret security clearance.
  • Demonstrable ability to bring the proper resources to bear to define and solve technical issues in a timely manner.
  • Experience and knowledge of new product introduction cycles.
  • Strong statistical and analytical skills.
  • Ability to thrive working in a fast paced and expanding environment.
  • Very strong organization, multi-tasking, time management and documentation skills.
  • Strong communication and presentation skills.
