Description:

Markon is searching for a Senior Systems Engineer to support allaspects of the evolution of the Intelligence Community Enterprise Architecture including, technical assessments and requirements analysis, as well as future capability needs to drive the design and integration of the IT Enterprise.

Responsibilities include:

* Assist with developing, integrating, and maintaining the Intelligence Community Enterprise Architecture.

* Support the promotion of sharing and reusing IT applications and solutions.

* Support the architecture and strategic design guidance of a collaborative sharing services program.

* Coordinate boards and other technical working groups.

* Support all aspects of the current and planned future state of the Core user capabilities: Analytics, Collaboration, Enabling Services, and Search and Discovery.

* Assist with engaging with mission users and translating their requirements into detailed technical solutions.

Systems Integration

* Translate users' needs and capabilities into requirements and detailed technical options for government consideration.

* Develop specifications for designing, implementing, testing, and assessing enterprise-wide services and capabilities.

* Develop technical interoperability standards and specifications and recommending integration and interoperability improvements.

* Model, adapt, develop, and maintain logical data, service, and interface specifications.

* Develop maturity models.

* Assist with the development for analysis of alternatives.

* Identify and assess IC IE IT capability gaps.

* Identify opportunities and steps required to reduce redundancies across agencies.

* Make recommendations to the Sponsor on improving business and enterprise oversight processes.

* Assess and provide recommendations for aligning requirements to broader investment initiatives and ODNI and IC processes and timelines, to include the Intelligence Planning, Programing, Budget, and Evaluation (IPPBE) cycle.

* Review and recommend enhancements to policies, procedures, and standards.

* Develop IC enterprise integration and transition plans for new initiatives.

* Assist with technical assessments and technical requirements analysis to drive the design and the integration of the IE.

* Perform trade-off analysis, and gap analysis as part of the technical assessment process to provide recommendations and courses of action.

* Review and analyze implement plans from IC Services of Common Concern (SoCC)s, IC IE service providers, and other Community Shared Resources across the IC.

* Provide engineering assessments in support of major program milestones.

* Adapt, develop, and maintain new physical data, service, and interface specifications in differing formats.

Portfolio Analysis & Integration

* Translate requirements into scalable and supportable solutions that work well within the overall system architecture.

* Develop program assessment processes and methodologies.

* Provide recommendations to improve integration and interoperability.

* Monitor, forecast, evaluate, and assess programmatic trends and relationships.

* Develop and maintain project plans and schedules.

* Develop integration and transition plans.

* Conduct quality reviews of products and deliverables prior to release.

* Develop performance goals and key milestones.

* Provide input to integrated master schedules.

* Monitor alignment with IC goals and objectives and key performance indicators.

Risk Management

* Synthesize threat, vulnerability, and mission impact information to provide a comprehensive and on-going assessment of the IC's risk posture.

* Develop, coordinate, implement, and monitor IC elements and IC SoCCs enterprise risk mitigation plans.

Job Requirements

Requirements

* Experience and extensive knowledge of enterprise architecture and especially with respect to the Federal Government and the IC.

* Experience delivering solution architectures for large complex enterprise transformation efforts, requiring the deployment of shared services including legacy systems modernization and replacement.

* Experience leading large architecture initiatives including the identification, scheduling, and managing of architecture activities and artifacts.

* Knowledge of information technology functions and services supporting the IC and the missions of its respective agencies.

* Familiarization/experience with enterprise computing and enterprise class commercial technologies.

* Demonstrated leadership experience in implementing enterprise technology, especially in collaborative environments.

* Experience in collaborating with other enterprise technologists both internal and external to resolve complex technical issues.

* Experience in supporting and coordinating across senior-level organizations.

* Ability to represent senior management in key meetings, processes, and other assignments, to include briefing responsibilities to groups of any size.

* Superior oral and written communication skills.

* Requires a BS degree and 8-12 years of prior relevant experience or Master's degree with 6-10 years of prior relevant experience.

* 3 years of experience working with or in the IC.
