IT/Cloud Cost Analyst

Kalman & Company is seeking a highly motivated, performance driven individual with a strong background in cost analysis, particularly in the context of IT network modernization and commercial cloud solution implementations, to work closely with our United States Marine Corps (USMC) and Department of Homeland Security (DHS) clients. Successful candidates will have excellent communication, quantitative, research, and analytical skills and the ability to principally contribute to several of the largest and most significant studies in Kalman's portfolio. Most support can be provided remotely, but on-site meeting attendance at corporate and/or client locations will be required several times a month in the Stafford, VA area.

As a Kalman Analyst, you will work with military leaders, engineers, developers, technicians, logisticians, and financial managers to develop strategies for acquiring cutting edge technologies spanning Artificial Intelligence, Zero-Trust security, Cloud Platforms, and other emerging national capabilities that will help ensure the success of programs that are critical to the United States Department of Defense and our allies.

Specific Duties

  • Review government IT network and cloud-related technical requirements, architectures, and designs to develop cost analyses to support the acquisition of emerging USMC and DHS capabilities, including: Life Cycle Cost Estimates (LCCEs), Rough Order of Magnitude (ROM) cost estimates, Independent Government Cost Estimates (IGCEs), Business Case Analyses (BCAs), Economic Analyses (EAs), Analyses of Alternatives (AoAs), Acquisition Program Baseline (APB) Section C inputs, cost/risk uncertainty analysis, trend/variance analysis, and Program Objective Memorandum (POM) budget submissions
  • Evaluate both IT network and cloud architectures and designs, research viable solution alternatives, and recommend optimal courses of action based on analysis of capabilities, cost, and schedule considerations.
  • Develop white papers and studies relating to application modernization, cloud migration, assessments of hybrid and multi-cloud environments, and other cloud-related topics
  • Perform market research on technologies, vendor offerings, and economic trends; report findings relevant to acquisition planning and identify emerging technologies which could potentially address client needs
  • Coordinate with a variety of stakeholders (senior government leadership, competency leads, etc.) to collect and communicate information to help ensure the success of priority programs.
  • Conduct planning analyses, cost as an independent variable analyses, and Earned Value Management (EVM) analyses, implement estimating methodologies, and analyze data to support cost models build efforts.
  • Develop Acquisition Strategies and other acquisition-related documentation to support program milestone decisions and gate reviews.
  • Develop cost databases, cost estimating relationships, and cost factors.
  • Build and defend budget requirements.
  • Respond to congressional requests for information.
  • Forecast future funding needs.
  • Assess sustainment costs associated with acquisition decisions.
  • Lead the preparation of briefing materials and other communications packages and present analysis results to program leadership and outside agencies/organizations.
  • Work autonomously and as part of a team to meet organizational and project goals.
  • Possess a strong understanding of USMC and DHS acquisition processes
  • Understand the customer mission.
  • Address business challenges with creative problem solving.

Required Education/Qualifications:

  • Bachelor's Degree in any field and successful completion of three semester hours of calculus and twenty-one semester hours in operations research, economics, math, chemistry, physics, or other sciences where the utilization of advanced math skills in geometry, trigonometry, statistics, probability, or quantitative analyses
  • US Citizenship
  • Five or more years of DoD/DHS Cost Estimating, Integrated Program Management, EVM, and/or Scheduling experience
  • Expert knowledge of Microsoft Excel, Word, PowerPoint, and uncertainty/risk software packages (Crystal Ball, @Risk, and/or ACEIT)
  • Familiarity with IT system designs, development, and operations; the agile development process; and DevSecOps principles
  • Ability to lead detail-oriented tasks and multi-task under minimal supervision.
  • Excellent analysis skills and experience working with large data sets
  • Experience supporting BCAs, AoAs, EAs, or other analytics studies.
  • Strong verbal and written communication skills
  • Ability to work in a fast-paced, team-oriented environment.

Preferred Education/Qualifications:

  • Active Secret Clearance or higher
  • Experience supporting large-scale DoD and DHS IT or ERP programs.
  • Proficient with ACEIT
  • Certification in cost estimation, Integrated Program Management, Information Technology, and/or EVM by a recognized professional society or educational organization (CCEA, DAWIA level II, AACE EVP, PMI, PMP, etc.)
