The Space and Intelligence Division provides engineering services and analytic support to the Air Force, Space Force, Combatant Commands, the Intelligence Community, and NASA. Our work includes systems engineering and integration, test planning and execution, cost estimating and analysis, developing approaches and concepts to meet emerging, high priority National Defense needs, and assessing and developing cutting-edge technologies and capabilities to meet those needs.

SPA has a near term need for one (1) Senior Earned Value Management Operations Research Analyst supporting SSC at Los Angeles AFB in El Segundo, CA. This position is Remote and does not require a relocation to the Southern California area.

Responsibilities

SPA's Space and Intelligence Division provides multiple organizations within the United States Space Force and Intelligence Community with timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis. We focus on key clients in the space community including the US Space Force's Space Systems Command (USSF/SSC), one of the three designated Field Commands under the space service branch. We work to provide integrated solutions based on information and communications throughout the chain of command to ensure clear and consistent analysis and recommendations that are aligned to strategic and leadership goals while still being executable by the working level technical communities.

The Senior Earned Value Management Operations Research Analyst provides the Government with the ability to develop, maintain, and update implementation guides, and standardized processes, and assist the Government in developing, updating SSC policies/instructions IAW latest regulations (FAR/DFARs) and directives in area of EVMS. In addition, this position requires the analysis and documentation of Program Contractor official EVM and other applicable technical data reports for compliance with the applicable EVMS directives and guidance (e.g. DIDs, Standards, policies, regulations). Lastly, this position requires the analysis and documentation of Program Contractor cost, schedule, and risk analysis including Performance Measurement Baseline (PMB) variances, trends, EVM metrics to perform performance and predictability analysis.

Qualifications

Required Qualifications:

    Active Secret clearance
  • Masters degree in a related field, such as Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics
    • Note: 12 years' work experience may be substituted for a Masters degree
    • Note: Bachelor's Degree plus 8 years work experience may be substituted for a Masters degree
  • 10 years of demonstrated experience in Earned Value Management (EVM)
  • Knowledge for performing analytics and process associated with Over Target Baseline (OTB) and Over Target Schedule (OTS) activities
  • Experience in participating at Integrated Baseline Review (IBR) assessments by assisting in verifying and validating the Program Contractor's baseline (PMB), identifying risks and analyzing risk mitigation plans, analyzing the resources loaded into the technical baseline
  • Mentoring and training to develop Government personnel abilities to use EVM as a proactive, forward-looking program management tool to integrate the cost, schedule, and technical performance of a program, and link these elements to the program's risk management process

Desired Qualifications:

  • Published academic papers or similar within Industry professional organizations (e.g. ICEAA, AACEI, PMI, etc.)
