SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defence Force. Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challenges.

Leveraging both in-domain and cross-domain expertise to maximize our clients' success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.

The Undersea Technology Analysis Group (UTAG), within the Sea, Land, & Air Division in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities. We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements (OPNAV N97), acquisition (program offices for undersea technologies and naval special warfare), and science and technology (Office of Naval Research, DARPA) Our enduring capabilities include:

    Identification of capability gaps, developing requirements, and generating solutions
  • Assessing the operational utility and technical feasibility of new technologies
  • Execution of acquisition and technology development programs, including developing plans and roadmaps to mature, deliver, and sustain new technologies
  • Analysis of vulnerabilities and threats to undersea platforms and systems
  • Quantitative analysis and modeling of undersea forces and their missions

UTAG's Naval Special Warfare support team has an immediate need for a driven and dedicated Technical Program Analyst to help us solve complex and interesting issues in the undersea NSW realm. #CJ #IN123

Responsibilities

This position will comprise support primarily to the Navy's Program Manager for Naval Special Warfare. The analyst will participate in and provide programmatic and technical support to a U.S. Navy weapon system program office charged with planning, assessment, management, and decision-making for all stages of weapon system life cycle support, including system design and development; resource scheduling and requirements planning and analysis; program documentation development; and other aspects of program coordination and execution. This role will be a mid-level position within the team, so long-term thinking, leadership ability, and strategic communications are vital. This team works closely with the client and with each other, so the ability to build and maintain rapport across multiple disciplines is key. Responsibilities include:

  • Provide support in all aspects of system or technology life cycle, including requirements definition and analysis, system modeling, risk management, operations, performance, testing, manufacturing, cost and schedule, training, life cycle support, and disposal.
  • Analyze and evaluate new initiatives, technologies, and programs to meet mission requirements.
  • Support the development of weapon system requirements, acquisition and technical documentation, and program plans and schedules.
  • Support government program managers in developing, managing, and evaluating contractual documentation and deliverables from the prime system integrator in support of system design and development acquisition milestones.
  • Provide engineering realism to the planning, programming, budgeting, and execution (PPBE) for undersea warfare systems.
Qualifications

Required Qualifications:

  • Bachelor's Degree in Engineering or other technical field
  • 7-10 years of experience (operational,programmatic, and/or technical) relevant to DoD systems - fleet experience as a submariner or in the NSW community highly favored
  • Effective oral and written communication skills
  • Demonstrated proficiency with Microsoft Office products/services; Word, Excel, PowerPoint, and Project
  • Active DoD SECRET clearance

Desired Qualifications:

  • Experience supporting the acquisition, operation or sustainment of DoD weapons systems
  • Prior military experience or experience supporting NAVSEA resourcing/acquisition related position
  • Prior experience with Research and Development or Test and Evaluation for Navy weapon systems
  • INCOSE Systems Engineering certification or equivalent, or Project Management Professional (PMP) certification or equivalent
