Financial Analyst
Dahlgren, VA

Summary:

Applied Training Solutions, LLC (ATS) is seeking a Financial Analyst to support the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This position involves providing financial analysis, management, and cost support to Government programs while adhering to processing timelines, utilizing relevant systems, processing funds, recommending resource allocation, and generating budget estimates.

Responsibilities:

  • Provide financial analysis, financial management, and cost analysis support to Government sponsored programs in accordance with applicable Department processing timelines.
  • Provide financial analysis support to the organizations' divisions, branches, program managers, group leaders, and Business Office in accordance with applicable Department processing timelines.
  • Provide financial management and cost analysis of projects within the organization.
  • Process incoming and outgoing funding for NSWCDD in accordance with applicable Department processing timelines.
  • Recommend the allocation of financial resources.
  • Provide funds status inputs to the Government.
  • Use the applicable DoD and NSWCDD Systems and Databases to report on, analyze, budget, forecast, track, and solve problems for the Government's financial accounts.
  • Generate, update, and maintain program, project, and budget estimates, tracking budget execution by appropriation and funding type, addressing budget issues, and providing data for budget data calls in accordance with applicable Department processing timelines.
  • Use the Integrated Budget, Planning & Execution (IBPES) application to report on, analyze, budget, forecast, track, and solve problems for the Government's financial accounts.

Qualifications:

  • Proven experience in Finance.
  • Strong analytical skills with the ability to interpret complex financial data and present actionable insights to stakeholders.
  • Proficiency in financial modeling, forecasting, and budgeting techniques.
  • Excellent knowledge of financial principles, accounting standards, and relevant regulations.
  • Advanced proficiency in Microsoft Excel and other financial software applications.
  • Exceptional attention to detail, organizational skills, and ability to meet tight deadlines.
  • Effective communication and interpersonal skills to collaborate with cross-functional teams and present financial information to non-financial stakeholders.
  • Proactive problem-solving abilities and the aptitude to handle multiple projects simultaneously.
  • A high level of integrity and a commitment to maintaining confidentiality.
  • Secret Clearance

Preferred Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field OR 4 years experience in lieu of degree
  • Have direct experience managing, tracking budgets for large organizations
  • Ability to maintain program, project budgets on a deadline
  • Strong Financial Analysis Support capabilities
  • Leadership Capabilities: Able to lead a team, while reporting to organization divisions
