Overview:
URC is seeking a Monitoring, Evaluation, and Learning (MEL) Consultant to support proposal development on multiple U.S. Government global health proposals. The MEL Consultant will lead the development of MEL sections for proposals, including proposal narratives and indicator tables. The consultant will ensure that state-of-the-art standards are met for MEL in new business proposals. The MEL Consultant will interface with URC staff, working with proposal teams to collaboratively develop realistic and technically sound MEL content for proposals.
The position may be based in Washington, D.C. or remote/virtual. If remote/virtual, reliable internet and the ability to overlap with the US East coast time zone is required. Available for multiple intermittent short-term engagements of approximately 5-7 days at a time.
Responsibilities:
  • Develop proposal narratives and associated AMELP (Activity Monitoring, Evaluation and Learning Plan) or M&E (Monitoring and Evaluation) sections to be included in the proposal, in accordance with donor guidance within given timeline. Narratives and plans should cite the evidence base for the approach and identify MEL innovations and adaptations to the country context.
  • Collaborate with proposal teams and key staff responsible for the technical design to develop a theory of change (TOC)/Logic model.
  • Work with the technical team to develop indicators and set targets for the proposal, including the identification of relevant indicators and the creation of custom indicators. Define the structure, data collection frequency, and data collection methodology for the M&E framework indicators.
  • Coordinate with the technical team and writers to ensure M&E is fully integrated throughout the proposal.
  • Provide suggestions for M&E staffing. Provide high level budget inputs for M&E activities, such as costs related to studies, data collection/quality/analysis, and MEL workshops.
  • Address feedback from proposal team and reviewers. Provide inputs for the reviews of each draft.
Required Experience and Qualifications:
  • Master's degree or higher in public health, social sciences, statistics, or related field
  • At least 7 years of experience in monitoring, evaluation, and learning in global health.
  • Technical experience with USAID and Department of State evaluation methods and standards is required. Familiarity with other major donors' requirements a plus.
  • Experience in MEL design for global health proposals, as well as experience incorporating diversity, equity, and inclusion into M&E plan design.
  • Exceptional English language writing skills are required.
  • Excellent organizational skills, keen attention to detail, and flexibility and ability to work under pressure and on a tight schedule.
  • Ability to work effectively in a diverse, multicultural team environment.
  • Advanced skills in Microsoft Office
Key Qualifications:
  • Minimum of six (6) years of relevant, progressively responsible experience is required.
  • Proven track record with international program evaluation design, data collection, management, and analysis.
  • Knowledge of program monitoring and evaluation frameworks.
  • Understanding of current M&E trends, data collection, management, and analysis systems and technologies in a development organization.
  • Self-motivated, able to work without close supervision.
  • Advanced verbal and written communication skills in English is required.
  • Excellent time management and organizational skills.
  • Ability to handle pressure and meet deadlines.
Candidates with experience in pertinent non-profit, NGO, and implementing organizations are preferred.
Deliverables:
  • Draft proposed MEL plan
  • Outline of the level of effort and major cost elements of the plan
  • Revised Activity MEL plan based on feedback, if any
  • Review of MEL plans, with comments, for MEL plans not assigned
  • URC Invoice and timesheet
