The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPA is in need of a Business Program Analyst to support our Critical Infrastructure Group. The Critical Infrastructure Group (CIG) provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

Responsibilities

The Business Program Analyst will be responsible for applying comprehensive methods for analyzing business processes. They will be responsible for conducting capabilities-based assessments, analyses of alternatives, cost, and management analyses. They will assist in creating operational views, provide business process input to architecture development, and risk assessment. This person will assist in the development of Plans, Programs, Budget, and Execution (PPBE) documents to support CWMD. They will assist in the development of executive briefings, analytical reports, detailed technical documentation, memos, and contract deliverables.

Qualifications

Required

    Bachelor's Degree or equivalent experience in a related discipline.
  • 6+ years of professional experience.
  • Experience in Budget and Program Planning
  • Experience in Capability Gap Analysis, including materiel and non-materiel change recommendations.
  • Active TS

Desired

  • MBA or Masters degree in a related field.
  • Experience with DHS Joint Requirements Integration and Management System (JRIMS) Capability Analysis Reports (CAR, Mission Needs Statements (MNS), Concept of Operations (CONOPS).
  • Experience in annual DHS Budget and Program Planning cycle and experience providing analytical support to the Department of Homeland Security.

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations.

Salary transparency pay range for the Washington DC area: $90k-$110k
