POSITION DESCRIPTION

The Chief Operating Officer (COO) is a company executive that oversees internal operations and support functions including Finance and Accounting, Business Intelligence, Data Services, Facilities, Security, Information Technology, Marketing, Proposal Management, and Product Development. The COO provides day-to-day management to staff and leadership to the organization that aligns with the company's business plan and overall strategic vision. The COO motivates and encourages all employees, fosters a growth oriented, positive, and encouraging environment, and keeps employees and management accountable to company policies, procedures and guidelines. The COO manages the Controller, Director of Mission Support Director, Director of Enterprise Service, and the Business Intelligence Lead.


WHAT YOU'LL DO


Strategy and Leadership

  • Partner with the executive team to develop and execute on strategic priorities and develop the annual strategy and financial plan
  • Ensure the company has the right tools, systems, and talent in place to enable the achievement of strategic goals and drive efficiency across our growing business

Mission Support Functions

Manage the Controller and Director of Mission Support to oversee the following functions and activities:

Finance and Accounting

  • Ensure that the company has the proper operational controls, administrative, and reporting procedures to ensure financial strength and operating efficiency
  • Oversee the financial reporting to management, CEO, and Board
  • Oversee financial budgeting and accounting
  • Oversee the development of comprehensive goals for financial and accounting performance metrics and growth

Business Intelligence

  • Lead and manage The Clearing's Business Intelligence function to drive the creation and accessibility of business intelligence, designed to prioritize local level decision making that aligns with company strategy and relevant financial plans.

Facilities Management

  • Oversee Internal Operations and Facilities to meet the company's objective to make The Clearing's workplace a client destination and supportive of employee engagement. Oversee facilities security management to ensure integrity and safety of TC's physical spaces.
  • Lead and manage the Company's record retention strategy

Information Technology & Cyber Security

  • Oversee The Clearing's Technology & Tools function, including overseeing the appropriate management of and investment in IT and AV solutions to securely support a distributed and co-located workforce and client base.
  • oversee the development and implementation of The Clearing's information security policies, processes, and programs to protect The Clearing's information, systems, and networks from disruption, damage, or unauthorized access.

Business Continuity of Operations Plan (COOP)

  • Oversee the maintenance and integrity of the company's COOP.

Enterprise Services Functions

Manage the Director of Enterprise Services in support of the following functions and activities:

Marketing and Visual Communications & Design

  • Oversee the development and implementation of content marketing/editorial strategies, a comprehensive conference, speakerships, and TC-hosted events strategy, and marketing collateral that clearly defines the value proposition of The Clearing's services and talent.

Proposal Management

  • Oversee the proposal development process, designing in service of establishing and maintaining company standards for proposal development and ensuring the system of record (Salesforce) remains the source point for financial reporting as it relates to the forecast.

Product Development

  • Oversee The Clearing's Product Development function, guiding the development and execution of processes by which the company determines product investment and launch activities.

Data Services

  • Oversee Data Services and the development of data analytics, tools and methods and the infusion of data in Product Development, leveraging data and putting complex analytics into the hands of our clients.

WHAT YOU'LL BRING

  • Bachelor's degree required; Master's degree in relevant field (business, management, etc.) or an MBA is preferred
  • 15+ years of professional experience including 4-6 years in a senior management role or operations management role
  • 5-10+ years portfolio management experience
  • Active Top Secret Clearance preferred
  • U.S. Citizenship required
  • Ability to obtain and maintain a U.S. Government top secret security clearance
  • Exhibit strong leadership skills including: coaching, instilling commitment to quality and excellence, encouraging collaboration and diversity and inclusion efforts, promoting the flow of information, and providing clear direction on how to meet goals and perform to company standards.
  • Demonstrated experience in government contracting
  • Demonstrated experience in financial planning and analysis
  • Skilled in organizational development, personnel management, budget and resource development, and strategic planning
  • Proven track record of ability to effectively drive change and deliver excellent results
  • Proven ability to develop staff and develop teams that can meet or exceed financial goals
  • Knowledge and experience in developing cost/pricing strategies, developing actions needed to respond and secure RFPs, and overall business development acumen
  • Ability to work with management and executives within and outside of the company and willing to promote TC business
  • Project Management Professional (PMP) certification a plus
  • Ability to build trusted relationships with key stakeholders by: listening, understanding perspectives and needs, and identifying win-win solutions.
  • Ability to effectively address and resolve conflict within and across teams.
  • Strong interpersonal skills and ability to influence and negotiate skillfully.
  • Excellent verbal, written and presentation communication skills within all levels of an organization


PHYSICAL AND MENTAL REQUIREMENTS

While performing duties of this job, an employee may be required to perform any, or all of the following: Attend meetings in and out of the office, travel (sometimes extensively); Occasional evening and weekend work may be required as job duties demand; Communicate effectively (both orally and in writing); Ability to effectively use computers and other electronic and standard office equipment; Occasionally exerting up to 10 pounds to lift, carry, push, pull or otherwise move objects, including the human body. Work is primarily sedentary and involves sitting for several hours at a time. Occasionally walking, climbing stairs, and standing occur in this role. Additionally, this job requires certain mental demands, including the ability to use judgment, withstand moderate amounts of stress, and maintain attention to detail.
