Description

The Facilities Security Officer (FSO)/Contractor Program Security Officer (CPSO) is responsible for program compliance with the National Industrial Security Program (NISP) and coordinates and monitors sensitive programs within all aspects of the company's industrial security program.

The FSO/CPSO administers routine day-to-day aspects of the DoD industrial security program and customer SAP requirements to ensure compliance with government and company security policies and procedures. Duties include support of both collateral level security programs, and/or special access programs. This position requires current Top Secret eligibility.

Primary duties include completion of nomination for facility clearance packages (FCLs) as well as maintenance and issue of DD Form 254s. Additionally, the candidate will be able to complete and submit SAP Questionnaires, Pre-Screens, SF-86/eQIPs, as well as review personnel security paperwork and process visit authorization letters (VALs).

Furthermore, the use of DISS, NISS, and ACCS will be required to coordinate with customer security representatives to process security clearance requirements and management of the facility clearance.

Protects classified government information, monitor security procedures, ensuring compliance with all aspects of the program including personnel, physical and administrative security systems and procedures. Conducts security briefings, self-inspections and security education programs briefings. Investigates losses and security violations and recommends corrective actions.

Travel - 5% travel, including locations with austere environments

ESSENTIAL DUTIES AND TASKS:

    Supports the development of plans and operations for the interpretation, implementation, inspection, and enforcement of the NISP.
  • Maintain compliance with the ICDs and DoDM 5205.07 Volumes, along with JSIG, and various SECNAVINST instructions and Security Class Guides.
  • Maintains the Facility Clearance, to include subordinate facilities.
  • Interfaces and maintains cooperation with Defense Counterintelligence and Security Agency and/or other Cognizant Security Agencies for requesting information, security inspections, violations and abnormal events relevant to the NISP.
  • Interfaces and supports security professionals on Programs concerning Industrial Security.
  • Supervises and directs security processes necessary for implementing applicable requirements of the 32 CFR Part 117, DoD and related Federal regulations.
  • Interfaces with management for the purpose of maintaining facility clearance.
  • Provides direction and guidance to all employees and visitors for compliance with company, U.S. Government and Foreign Government facility security requirements. Interfaces with customer security representatives.
  • Performs annual self-inspections for the NISP.
  • Maintains a working relationship with each contract's security office for processing and maintaining employee clearances/accesses.
  • Provides follow-up clearance status on processed clearance to manager for specific contracts.
  • Prepares written reports of surveys and inspections.
  • Maintains all security documentation and files in accordance with government and corporate requirements
  • Ensures that security audit records are maintained, accessible, reviewed and analyzed on a monthly basis.
  • Ability to form complex 'communications / messages' in a simple, clear and concise manner to the various communities within the organization.
  • Ensures the establishment and maintenance of security safeguards and access controls.
  • Develops and maintains an enterprise-wide Security Education, Training and Awareness Program including but not limited to lesson development and execution.
  • Ensure the Security Education, Training and Awareness program meets all industry regulations, standards, and compliance requirements.
  • Assist with leading the strategy and implementation of scalable Security Education, Training and Awareness initiatives that help inform and educate employees regarding security risks and practices.
  • Assists, as needed with all Security Organization functions to include budget, reports to senior management and annual operating plan.
  • Assists with and/or develops policies and standard practices to ensure compliance with corporate and government policies and directives.
  • Reviews DD254s at all levels (from proposal to close-out) to identify security requirements, then assure compliance.

Performs other duties and assignments as required

Qualifications

Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.

  • Bachelor's Degree and six (6) years' experience.
  • Facility Security Officer certification is required.

Experience:

  • Six (6) year's FSO experience.
  • Must have technical writing skills and project management experience
  • Proven knowledge and managerial experience.
  • Must have experience with Special Access Programs (SAP)
  • Must have experience COMSEC
  • Must possess practical knowledge of and experience with DISS and e-QIP
  • Must possess practical knowledge of SIMSs or related security management data base software.

Skills & Technology Used:

  • Computer proficient on MS Office products.
  • Excellent communication and interpersonal skills both in person and via telephone.
  • Excellent analytical, troubleshooting and communication skills.
  • Requires independent judgment and discretion, as well as the identification, analysis and resolution of security related matters.
  • Must be a team player and capable to work effectively in a collaborative manner.
  • Detail-oriented and well-organized; able to multi-task and handle competing priorities and deadlines.

Security Clearance

This position requires an active Top Secret DOD Clearance.
