Global Science &Technology, Inc. (GST) is seeking a Consultant/Senior Consultant for an Executive Management Support position for the Business Operations Support (BOS) task for the Office of Space Commerce (OSC) in Washington, DC.

Position Summary:

The senior level Consultant will provide oversight and guidance for strategic planning to support a Senior Executive Director and Deputy Director. The support requires a higher-level mastery of all aspects of a major management function, public policy issues, and the ability to assess the political and institutional environment. In addition, this support will require regular communication to both NOAA and DOC Executive leadership.

Primary Duties:

The qualified candidate shall:

A. Assess management information requirements to influence mission and administrative reporting systems including systems requirements, data gathering and analytical techniques, data evaluation, and reporting methodology.
B. Utilize results of analyses to effect process improvement and provide recommendations to Senior Leadership for corrective or revised business and management practices.
C. Take data from a variety of sources to prepare and provide factual data, recommendations and/or briefing material to Senior Leaders for use in program negotiations and resourcing discussions.
D. Identify bench-marking opportunities for continuous improvement and provides management with recommendation for adaptation to the organization.
E. Serve as an expert advisor to Senior Executive Director and Deputy Director, and serves as a principle administrative advisor for budget, personnel, and other administrative functions.

Required Education/Experience/Skills:

  • Education
    • A Master's degree with emphasis on Science & Technical Management, e.g., Leadership/Executive management, consulting, policy/procedure management, technical writing, documentation, etc.
  • Experience
    • 20+ years of relevant project/program experience in support of senior leadership and the mission enterprise(s).
    • Program/Project management training and mindset required.
    • Planning, development, and execution of strategic/tactical, scientific, and technical initiatives both as a collaborative team member and as an independent advisor to OSC leadership
    • Advanced communication skills; and tenacious and focused response to immediate action requirements.
    • OSC experience desired with finance (acquisition/budget/contract) experience highly desired.
    • Quality processes (e.g., AGILE, etc.) desired.
  • Skills
    • Excellent scientific/technical and administrative working knowledge of OSC.

      • Collaboration Tool(s), e.g., Smartsheet.
    • Very strong candidates without some of the above qualifications will be considered.

Physical Qualification(s) Required:

  • Typical office setting.
  • Ability to use a computer.

Mental Qualification(s) Required:

  • Ability to think on one's feet and respond to high-intensity, quick-turnaround, short-deadline tasking.
