Job Title: Professional Engineer - Project Manager- Washington, DC (DOE)

Job Summary: EMCOR Government Services is seeking a Professional Engineer - Project Manager to assist in the management of the EGS contract with the Department of Energy at the Washington, DC location.

This position involves planning, organizing, coordinating, directing, and controlling project functions between EGS and the Department of Energy covering over one Million SQFT at the Forrestal Complex. The position is responsible for interfacing with the customer to determine facility project priorities and to synchronize the EMCOR effort with the government's long term working capital improvement plan. Oversees the project budgets, supervision of sub-contracts and in-house project personnel on projects, supervision of new construction, and remodeling of facilities.

Essential Duties and Responsibilities:

  • Work with client to develop scopes of work (SOW's) to determine project requirements.
  • Work with vendors, EMCOR Operations, architects, engineers, and other project personnel as needed to accomplish tasks.
  • Walks jobs with client as required to determine any additional requirements and incorporate those requirements in solicitation requirements.
  • Contacts vendors/contractors and works with them to obtain proposals.
  • Reviews proposals to ensure that proposals adequately address job requirements.
  • Creates necessary documents to award job and begin work. This includes subcontracts, purchase orders, work orders, etc.
  • Creates necessary documents for project close-out. This includes financial documents.
  • Coordinates work with client and contractors or vendors to avoid conflicts.
  • Inspects work as needed to spot deficiencies or potential issues. Works with client and contractors, vendors, EMCOR Operations to correct or mitigate issues.
  • Performs final walk-through and develops punch lists as needed. Ensures that punch lists work is properly completed in a timely fashion.
  • Create and disseminate reports, memos, or other documents related to projects.
  • Set up and conduct meetings with client, client-retained contractors, EMCOR Operations and others as needed on project -related issues or projects. Create meeting agendas and minutes and distributes those documents as needed.
  • Ensure that all project-related documents are complete and delivered in a timely fashion. This includes manuals, as-built drawings, schedules, etc.
  • Responsible for directing and managing Contractor's staff to ensure that all Contractor personnel are qualified to perform the duties.
  • Prepare work orders and complete monthly billing
  • Perform sub-contractor oversight duties such as preparation of security forms, proper preparation and protection of work areas, and adherence to project specifications and codes of local areas.
  • Closely monitor sub-contractors performance, ensuring all work locations are clean for the next working day.
  • Attend weekly meetings prepared to give report outlining the progress of all open projects.
  • Provide administrative and technical direction to staff and/or subcontractors in completing work assignments.

Qualifications:

  • Bachelors Degree in Engineering (Mechanical, Electrical or Civil)
  • Must be a Professional Engineer in the Washington DC or from a State which has reciprocity with Washington, DC
  • Must have 5 years of demonstrated experience.
  • Must have knowledge of submitting written proposals, scopes of work, estimating (R.S. Means or e4Clicks preferred), scheduling and coordinating site contractors and other assigned personnel to include and the ability to meet demanding customer requirements.
  • Must be able to obtain a TS clearance
  • Must have strong experience with Windows and MS Office
  • Supervisory experience preferred
  • Must have general knowledge of major facilities systems
  • Demonstrated skill at developing and nurturing client relationships
  • Excellent communication skills - verbal and written
  • Ability to organize and lead a group of people
  • Ability to work independently or as member of a team
  • Ability to adapt to ever changing priorities
  • Familiarity with Government contracting procedures
  • Must be well organized and capable of handling multiple projects at one time
  • Excellent time management skills
