Cydecor is a growing Service-Disabled Veteran-Owned Small Business and is seeking a Program Analyst to provide project management, surge support, and information and graphic design support for the development of the DON's Unmanned Task Force. This support will allow the individual to work directly with multiple stakeholder groups to coordinate, facilitate, document, and integrate the various inputs, feedback, and requirements into cohesive products for the UTF.

Job responsibilities include but are not limited to:

  • Establish a project management plan for the multiple lines of effort required to capture and integrate stakeholder responses and UTF products.
  • Create a tracking tool to manage and adjudicate the requirements and feedback from the contributing stakeholders and DON leadership.
  • Track the development of the products created for the UTF and inform N9I leadership on the status of those products on a daily basis.
  • Work with the information and graphic design team to create document layout and branding options that conform to the approved DON branding requirements set forth by the Navy Chief of Information (CHINFO) office.
  • Provide recommendations on content quality and areas of improvement for the topics included in the document, including writing and proofreading support throughout the UTF project.
  • Manage the development of a non-public version of the UTF document for internal N9 use for the communication and tracking of specific, detailed information related to DON unmanned systems.
  • Prepare briefs, outlines, draft reports and publications, and documentation to support Flag level briefings/meetings and major milestone decisions.
  • Maintain frequent, or daily, liaison with designated N9I leads and stakeholders to execute the UTF project.
  • Attend meetings and conferences as an N9I representative as required.
  • Participate in Government/Contractor meetings, as well as other interagency government meetings as required.
  • Participate in management meetings held for the purpose of deciding whether to modify or initiate a new program or project, and to provide suggestions, alternatives, and or guidance as required.
  • Draft white papers, concept papers, technical reports, meeting summaries, or other materials that document pertinent issues and activities related to N9I.
  • Support in the identification, tracking, and development of strategic initiatives, objectives, or other relevant activities that assist in the execution of the UTF project.
  • Provide strategic communications support across all project tasks to ensure that there is continuity in messaging and products produced.
  • Perform data analysis, visualization, and reporting for all datasets, including financial data and other data used for decision-making.
  • Complete progress, status, and exception reporting as required.
  • Produce key metrics and related reports and respond to related and appropriate data calls as required.
  • Develop, maintain, utilize, and improve standard processes, procedures, and policies as necessary.
  • Develop appropriate procedures and measurements to ensure the quality, efficiency, and timeliness of processes as necessary.
  • Coordinate, work, and communicate with other teams, organizations, or functions as appropriate.
  • Create, maintain and track UTF schedules in Outlook and any other scheduling platforms.
  • Create and maintain Battle Rhythm trackers to ensure UTF can focus on tasks at hand.
  • Create and maintain onboarding documents.
  • Initiate and track all Pentagon Visitor Requests for the UTF.
  • Provide all UTF administrative support as it relates to the OPNAV War Room for the UTF. This includes setting up and running audio and visual services such as video teleconferences (classified and unclassified).


Education/Skills/Qualifications:

  • Minimum 5 years of experience
  • Proficient in MS Office including MS Outlook, Teams, Word, MS PowerPoint, MS Excel, MS Project, and MS Access.
  • Bachelor's Degree in Related Field
  • Preferred DON and OPNAV experience
