Global Science & Technology, Inc. (GST), a fast-growing high technology firm is seeking a Senior Consultant/Executive Project Manager to support NOAA's NESDIS Office of Satellite Ground Services (OSGS).

Place of performance is on-site Silver Spring. Limited telework may be authorized due to COVID-19 restrictions and reintegration considerations.

Position Summary:

The incumbent will serve as a Senior Consultant and Executive Project Manager in support of NESDIS/OSGS strategic and technical foundation development and execution of initiatives, focused on enterprise organizational information and technology plus enterprise science and departmental and divisional coordination for the executive leadership level.

Primary Duties:

  • Serve as the Senior/Executive Consultant for NESDIS/OSGS strategic and technical initiatives, focused on enterprise organizational science and technical coordination
  • Develop and integrate strategic messaging and content based on technical work, aligning to other NESDIS/OSGS Department/Division strategic objectives.

Secondary Duties:

  • Develop Executive briefings; disseminate information to different audiences across multiple OSGS Departments/Divisions, NOAA, Commerce, Congress and the public, with the ability to discern and tailor what is appropriate for each.
    • Creation of briefing packages requires advanced communication skills (written, oral, visual) with the ability to coalesce OSGS working information into an integrated message that explains the vision and implementation. Materials to be created may include congressional briefs, press releases, public presentations, whitepapers, scientific/technical papers (reviewed and refereed), etc.

Required Education/Experience/Skills:

  • Twenty to thirty-years of relevant project/program experience in support of senior leadership and the mission enterprise(s).
  • Program/Project management training and mindset required.
  • Planning, development, and execution of strategic/tactical, scientific and technical initiatives both as a collaborative team member and as an independent advisor to OSGS and NESDIS leadership
  • Advanced communication skills; and tenacious and focused response to immediate action requirements.
  • NOAA, NESDIS, and OSGS experience desired with finance (acquisition/budget/contract) experience highly desired.
  • Quality processes (e.g., AGILE, etc) desired.

U.S. citizenship is required.

Selected applicants will be subject to a government background investigation.
