Position Overview

The Director of Finance will oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the Project Director, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual and USAID/USG requirements for reporting, finance, and administration. S/he will also ensure payroll processes and adherence to USAID/USG guidelines and procedures.

Roles and Responsibilities:

  • Provide overall management of administrative operations, including, logistics, budgeting, finances, human resources, information technology, property, and security.
  • Oversees sound and effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance.
  • Support Project Director to maintain effective working relationships with donors and key government officials related to finance and operations.
  • Support the annual work plan process and other strategic planning processes
  • Coordinate budgeting processes for program activities and conduct continual analysis and planning of operating, staff, and external project expenditures.
  • Manage the procurement process, collaborating closely with Finance Specialist, includes negotiating competitive prices and documenting decision-making processes in accordance with the operations manual and best practices.
  • Monitor salaries and benefits to ensure they are in line with agreed budget plans and competitive compensation structure benchmark studies.
  • Ensure contractual obligations are sound and appropriate for project.
  • Supervises financial operations and monitoring of obligations, budgets, and expenditures.
  • Prepares budgets for annual work plans and financial reports for USAID.
  • Coordinates and manages the mobilization of short-term and long-term technical assistance and administrative staff.
  • Develops internal control measures to ensure accurate and timely financial reporting at the headquarters and field levels.
  • Conducts internal and coordinates external financial audits.

Position Requirements:

  • Extensive experience managing finance, administration, and operations activities for complex and large-scale donor funded contracts.
  • Demonstrated experience with and understanding of USG and USAID financial procedures, rules, and regulations.
  • Experience developing and managing budgets.
  • Demonstrated experience with large scale procurement.
  • Extensive experience managing a finance team.
  • Ability to communicate effectively and high comfort level writing and presenting data and information in a compelling way to difference audiences.
  • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required. Ability to speak and write French a plus.
