Position Overview:

The Contracts Manager will work in conjunction with the Director of Contracts to manage the substantive life-cycle of multiple contracts, and ensure the necessary contracts tracking systems to manage a large number of sub-contracts and grantees (i.e. including transaction and investment advisors, financial institutions, private companies, and other partners) and manage cost-shared, performance-based sub-contracts and grants to support global health supply chain (GHSC) commodities procurement, in accordance with Palladium's and USAID's policies and procedures.

Roles and Responsibilities:

  • Manage full cradle-to-grave procurement cycle of contracts through to closeout.
  • Provides contractual/regulatory guidance and ensures contract compliance in accordance with terms and conditions of the contract.
  • Prepares, organizes, and maintains contract records and files documenting contract award, modification, performance and compliance.
  • Oversee overall contract administration, compliance and implementation procedures, and ensure compliance with USAID and Palladium procurement regulations.
  • Develop acquisition/procurement packages and related documentation such as SOWs, cost analysis, justifications, and approvals.
  • Negotiate contract terms and conditions with subcontractors, vendors, and consultants.
  • Oversee, maintain, and update new and existing contract documents such as consulting agreements, subcontracts, purchase orders, and modifications.
  • Develop and implement a contract(s) tracking system as well as a subcontractor tracking system to ensure the timely and correct execution of all agreements and subcontract awards.

Position Requirements:

  • Extensive progressive experience in project and contracts management; USAID contract management, proposal cost and budget development preferred.
  • Demonstrated experience working on USAID drug and supply chain contracts.
  • Strong organizational skills to ensure documentation is filed professionally and accurately for internal and external audit.
  • Must be familiar with the Federal Acquisition Regulations (FAR), the USAID Federal Acquisition Regulations supplement (AIDAR), 2 CFR 200, USAID ADS series, DoS Standardized Regulations.
  • Comprehensive knowledge of U.S. Government service-type cost reimbursable, T&M, and fixed price Acquisition and Assistance management.
  • Demonstrated ability to analyze complex contracts clauses.
  • Ability to communicate effectively and high comfort level writing and presenting data and information in a compelling way to difference audiences.
  • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required. Ability to speak and write French a plus.
