Project Overview and Role:

Within Palladium, the Data Informatics and Analytical Solutions (DIAS) Practice aims to improve health and other development investments and outcomes by strengthening information and governance systems and local capacity and ownership to use quality data in real time for positive impact. To do this, DIAS takes a systems approach that combines its expertise in M&E and research; effective data use; information and communication technology (ICT); and data governance to help governments and development partners throughout the world to design, implement, and evaluate service delivery and performance monitoring systems at all levels of the health, education, and agriculture systems.


The DIAS Practice is currently seeking a consultant to support the development of online learning materials and curricula on an as-needed basis.

Primary Duties and Responsibilities:

Palladium is seeking a consultant to support the drafting of online learning materials and designing online curriculums. The position will be on an as-needed basis and is fully remote. The consultant(s) will perform the responsibilities listed below with oversight and direction from the US-based DIAS team. Responsibilities will include but not be limited to the following:

  • Design curricula, storyboards, and/or other learning tools, using creative, adult-learning and evidence-based approaches
  • Work with subject-matter experts to define learning objectives, identify competencies, select content, and create evaluation measures
  • Develop dynamic, experiential learning session designs for virtual training including blended learning architectures, macro designs/outlines based on client content, micro designs or facilitator and participant guides, and trainer scripts and slides
  • Develop scripts for e-learning, LMS platform-based modules, and instructional videos/animations, and work with an animator in designing the accompanying visual imagery


    Required Qualifications:
  • Extensive experience in designing and facilitating interactive learning experiences and designing curricula based on experiential, adult-centered learning, using blended learning and innovative technologies
  • Experience in instructional design with a focus on blended learning for in-person and virtual learning
  • Knowledge of learning principles including adult learning, learning styles theory, participatory methods, instructional design, appreciative inquiry, whole systems thinking, and related topics
  • Experience in designing and delivering learning activities for U.S. government and/or UN agencies
  • Experience in designing storyboards for e-learning, LMS platforms, videos, and animations, particularly for Articulate Storyline, Rise, and Adobe Connect
  • Experience developing materials for varied audiences preferred, including implementing partners and government staff in lower-resource settings
  • Experience working on global health and development projects preferred
  • Experience developing e-Learning materials in different languages (French or Spanish) preferred
  • Undergraduate or advanced university degree in a relevant field
  • High-level fluency in written and spoken English

Skills and Abilities:

  • Ability to communicate effectively and professionally with diverse stakeholders (written and oral)
  • Detail-oriented and deadline-driven with strong organizational skills and the ability to perform multiple tasks and balance competing priorities often within a limited timeframe
  • Highly self-motivated and able to work independently as well as in team settings
  • Demonstrated ability to work effectively as a member of a fast-moving and multicultural team
