OPPORTUNITY

Environmental Incentives (EI) is seeking mission-driven individuals with experience in climate adaptation, resilience, and environmental fields to join the United States Agency for International Development (USAID) Technical, Operational, and Program Support (TOPS) team.

This is an open call for TOPS Specialists. TOPS Specialists are recruited for their skills in specific functions and are matched to requests from specific USAID Missions and Washington offices scopes of work as part of the recruitment process. We will review your submission on a rolling basis and should your background match future positions, you will be contacted to apply for the open position. Positions are based in Washington, DC.

OVERVIEW

The TOPS project is a five-year USAID-funded institutional support contract forUSAID'sBureau for Development, Democracy, and Innovation(DDI)to meet the pressing challengescaused byclimate change. TOPS aims to help USAIDmeet the increasing complexities of global development by recruiting technical assistance providersto work inUSAID'soffices and facilitating more evidence-driven technical decisions.

EI is seeking TOPS Specialists to support operating units within USAID. This is an open call for CVs to fill future positions. Official positions are requested by USAID and any relevant CVs will be contacted to apply once an open position is live.

POSITION EXPECTATIONS

TOPS Specialists are hired at various levels, depending on the needs of the specific technical assistance office and the candidates' experience and skills. Typically, TOPS Specialists are mid- to senior-level positions with a Bachelor or Master's and 3-10 years of experience. Additional qualifications, knowledge, skills, and abilities of a successful TOPS Specialist include the following.

Additional Qualifications

  • Eligibility to obtain and maintain a USG facility access or security clearance for work in the United States is required
  • Demonstrated professional experience in the climate sector
  • Experience analyzing information and delivering outcomes in climate-related projects
  • Experience independently translating technical content into actionable products for different audiences and users, both technical and non-technical
  • Experience with and/or knowledge of USAID programming, approaches, and policy
  • Experience working effectively with people who have different communication and work styles

Knowledge, Skills, and Abilities

  • Demonstrated communication and coordination techniques that are appropriate to the nature, complexity, and scope of the issue at hand
  • Clarity of thought and effective communication (verbal, written, visual) in English
  • Exceptional listening and problem-solving skills
  • Proficiency with Google office suite
  • Demonstrated ability to work across many sectors in a fast paced, dynamic environment
  • Proficiency in Spanish or French
