Position Summary

The Lead Security Advisor is responsible for all functions associated with the role of site security, including but not limited to personnel, physical, visitor control, operations, and communications security disciplines. Irregular work hours and frequent travel is required. This position will report daily to the facility. Candidates with active Top Secret clearance preferred.

Duties & Responsibilities
  • Performs specialized security functions to ensure the company's compliance with customer regulations and contract requirements. Responsibilities of the position include but not limited to:
    • Serve as the Alternate Facility Security Officer (AFSO) and Alternate Contractor Program Security Officer (ACPSO) for day-to-day security guidance on operating procedures for the company's various Special Programs and DoD Contracts.
    • Acts as the back-up in the absence of the Security Manager on all security issues that affect the company.
    • Serve as the Alternate COMSEC Security Custodian for the corporation, which involves managing DIAS records, account audits, and COMSEC rekeys.
    • Assist the Security Manager with training and directing junior security officers work activities, and task assignments.
    • Responsible for the positive control of all classified accountable items, ensuring that Oceaneering is compliant with contractual security obligations identified in the contract security classification specification (DD Form 254).
    • Maintain DD Form 254 files for all classified contracts and prepares DD Form 254 for subcontractors as required.
    • Advise and assists the company's Information Systems Security Manager (ISSM) in proper handling of AIS hardware and related digital media.
    • Responsible for developing, reviewing and maintaining project protection plans, OPSEC plans, Standard Operating Procedures, Emergency Action Plans, Fixed Facility Checklist, Construction Security Plans, etc.
    • Assists with obtaining and maintaining accreditation of Special Program areas: complete and submit required documentation and supporting floor plans; conduct inventories, audits and self-inspections.
    • Oversee and direct the personnel security program to include personnel security clearances (EQIP), nomination packages, pre-screen interviews, fingerprinting and ensuring the accuracy of JPAS and DISS systems of record.
    • Assist with the Insider Threat program.
    • Maintain general security education in the following areas: foreign travel, defensive security, courier briefings and other ongoing training as needed.
    • Process all incoming and outgoing visitor clearance/access certifications for both collateral and program cleared visitors.
    • Advise Oceaneering Management on implementation of physical security measures required to safeguard personnel and prevent unauthorized access to equipment, facilities, and materials.
    • Provide secure movement of official classified or unclassified contract materials. Track and maintain the chain of custody on all accountable packages, parcels, and equipment being transported in support of contract requirements.
    • Frequent travel may be required (up to 25%).

Qualifications

REQUIRED

  • BS/BA degree in a related field (e.g. Criminal Justice/Criminal Law, Homeland Security, Business Administration) preferred. Equivalent work experience in a related career or Military Occupational Specialty may be considered in lieu of a degree.
  • Minimum 10 years of security officer experience required.
  • Working knowledge of Risk Management Framework (RMF) requirements. RMF Training beneficial.
  • Working knowledge and experience implementing:
    • Department of Defense (DoD) National Industrial Security Program Operating Manual (NISPOM) and NISPOM Overprint
    • Relevant Intelligence Community Directives (ICDs)
    • DoD 5105.21-M-1
    • Communications Security (COMSEC) policy guidance
    • Joint Special Access Programs Implementation Guide (JSIG)
  • Working knowledge and experience with the following DoD applications:
    • JPAS - Joint Personnel Adjudication System
    • DISS - Defense Information Security System
    • NISS - National Industrial Security Systems
    • NCAISS - National Industrial Security Program Contract Classification System
    • SWFT - Secure Web Fingerprint Transmission
    • DIAS - Distributed INFOSEC Accountng System
    • EQIP - Electronic Questionnaires for Investigations Processing
    • eMASS - Enterprise Mission Assurance Support Service
  • The ideal candidate will possess excellent oral and written communication skills and will be capable of operating independently with limited supervision
  • Must be able to obtain and maintain security clearance, Top Secret security clearance with investigation conducted within the past five years is preferred.
  • Must be a US Citizen.
  • Current U.S. passport.
  • Successful completion of a CI polygraph to support contract requirements as needed.
