The Director, International Cooperation (IC) supports the Under Secretary of Defense, Acquisition,

Technology and Logistics (USD AT&L) and his deputies in managing the DoD's cooperative
relationships with foreign countries. These relationships involve cooperation across the life cycle of
acquisition programs including requirements definition, concept development, research and development,
production, procurement, and follow-on support. The Director, International Cooperation and his staff
support the Under Secretary by: providing direct support to the Under Secretary on international matters;
representing the Under Secretary in various forums; managing the process for approving international
agreements, and; developing policy and advocating international cooperation in accordance with the
Under Secretary's goals.

The contractor works independently, using analytic capabilities and knowledge of qualitative and
quantitative research methods, tools and techniques to solve problems, identify alternative solutions,
guide implementation of those solutions and evaluate success of implementation. The contractor shall
have knowledge of US, NATO and international military programs, acquisitions management principles,
theories, and techniques, and highly developed strategic planning skills. The contractor uses strong
interpersonal skills to deal with a wide variety of senior people in a very busy office environment and
responds rapidly and accurately to frequent demands for analytical support.
The contractor provides support for senior-level communications:
Prepare background material and supporting documentation for senior OSD-level meetings and
formal discussions with foreign counterparts
Conduct staffing coordination to ensure all supporting offices provide necessary information,
review all documentation for completeness if needed
Provide required support to meet Congressional reporting requirements. This may include
responses to Congressional staff inquiries.
The contractor provides analytical and project management support in the following areas:
Participate in team efforts to prepare management plans, policy, procedures, program
documentation, briefings and read ahead packages, etc.
Provide oversight for specific projects to include monitoring project performance.
Prepare Directorate monthly activity reports.
Brief and provide recommendations to the Director IC and IAC concerning new start and
continuing project proposals.
Manage the international agreements coordination process, including sending out coordination
packages, reminding coordinating offices of deadlines, and ensuring any negative responses are
addressed promptly.
Coordinate SECDEF, DEPSECDEF, and USD(AT&L) action packages within the OUSD(AT&L)
and with external stakeholders, including ensuring negative responses are addressed promptly.
Draft correspondence and issue papers.
Recommend editorial changes to written products.
Solicit inputs and collating read ahead packages. This task includes a quality check on the
submissions, e.g. ensuring that the submission is current and answers specific agenda
topics/questions.
Conduct directed research for policy memoranda, directives, and precedent.

Conduct fact-checking for office publications (e.g., the International Armaments Cooperation
Handbook, the IC website, etc.).
Develop and maintain project plans in Microsoft Project and SharePoint to support ongoing office
projects.
Participate in meetings and making recommendations on proposed courses of action.
The contractor provides meeting and conference support in the following areas:
Arrange executive-level meetings, conferences, and speaking engagements ensuring quality

With oversight/guidance from government leadership:

Provides resource management, planning, programming and budgeting support for the Director, Performance Assessment and Root Cause Analysis office. Oversees organization's budget across the FYDP; manages all phases of its execution to include requirements, metrics, deliverables, obligations, and disbursements.

Establishes program funding goals/objectives; determines resource allocations for varied requirements. Produces funding profiles, budget justification documents; conducts end of year funds aggregation. Prepares and participates in periodic program reviews to determine progress against approved funding, schedules and objectives. Prepares monthly status of funds reports for assigned programs. Manages and processes contract funding to ensure they are properly administered.

Evaluates and prioritizes unfunded requirements and recommends reprogramming of funds to ensure adequate and efficient distribution of resources to support funding requirements. Determines the impact on assigned programs due to budgets and limitations in O&M and RDT&E appropriations.

Executes all funding requests utilizing the DAI (Defense Agency Initiative) Financial System. Serves as the liaison with WHS Financial management Directorate and Acquisition Resource Analysis Office.

Other duties and ad-hoc projects as assigned

Skillset/experience:

Highly detail-oriented, strong organizational skills, ability to follow-up and follow-through on actions till completion, self-starter, individual who has the drive to develop solutions to any obstacle whether by reaching out to coworkers or other offices for assistance and training or research. Reliable and dependable. Quick learner.

Beneficial experience but not mandatory

Financial background a plus, accounting, business finance anything of that nature. Knowledge of the DoD PPBE/POM process or experience in it would also be very helpful.

Experience with DAI financial systems or ability to quickly learn the system is required..

Job Requirements

Minimum of 3-5 years of total work experience with 3 years of related experience.
Active TS/SCI required

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.

Physical Demands This is largely a sedentary role mostly sitting; however, some filing may be required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.

Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
