    Responsibilities

    As a Contract Specialist you will perform the following duties:

    • Solicitation, administration, close-out and termination of purchase orders and contracts;
    • Acquiring a wide variety of commodities including but not limited to: furniture, telecommunication equipment and ammunition;
    • Purchasing and/or managing a variety of service contracts including IT support services, financial management services, detention management services and guard services;
    • Serving as a business advisor to a wide range of customers, advising customers of the pertinent program data required to successfully procure professional services and/or equipment.
    You will be assigned to support a designated contracting section within Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ). We are seeking competent, experienced and mission focused Contract Specialists for dynamic acquisition assignments in the following areas:
    • Detention, Compliance and Removals (DCR): The DCR division provides acquisition support to ICE Headquarters and Field Offices throughout the country for detention, along with ancillary services and supplies in support of the ICE mission.
    • Information Technologies Division (ITD): The ITD provides procurement services for Automated Information Systems (AIS), approved Information Technology (IT) services requirements and PBX phone systems.
    • Mission Support (MS): The MS division awards and administers contracts and interagency agreements for a broad range of supplies and services (other than IT) and provides mission-based acquisition support to various program offices within the ICE Office of the Director.
    Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Acquisition Management, Washington, DC.

    Basic Requirements:

    (Please note: you must submit transcripts that show the list of college courses with credit hours, major(s) and grade point average or class standing and degree conferred in order to verify that you meet the basic requirements for this position.)

    You must meet the following basic requirements in order to qualify for this position:

    (A) A 4-year course of study leading to a bachelor's degree with a major in any field;

    OR

    (B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, laws, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades GS-05 through GS-12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

    Minimum Qualifications: In addition to meeting the basic requirements in paragraphs (A) or (B) above, you must also possess the following minimum qualifications:

    You qualify for the GS-11 grade level if you possess one of the following:

    Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as:
    • Planning and carrying out pre-award, post-award, price/cost analysis, and other related staff functions in a relatively standardized or controlled work situation using established contracting procedures; OR
    Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR

    Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

    You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
    • Assisting managers in defining their acquisition needs and sources for obtaining them;
    • Developing sources for supplying goods and/or services, identifying specifications, conducting market reviews and preparing analyses of prices/costs or services or products;
    • Performing a wide range of contracting methods and contract types to plan and carry out pre-award and post-award procurement actions
