Job Description

Position Overview:

USDA is implementing CDM Phases 1, 2 and 3. Prior, during and post solution implementation, USDA enterprise-wide CDM customers may have unique requirements which have not been met or will not be met in the future by the CDM program. The Government requires a Cybersecurity Operations and CDM Requirements Manager; development and publication of a new requirements process and form; and training of CDM Program customers on the new requirements process and form. Automation of the process via workflows in SharePoint is also preferred. The new Requirements Manager will also coordinate adjudication of the new requirement and support the ISCM CDM Program Manager in presentation of the new requirement to DHS with ultimate audience as the new DHS CDM Requirements Management Board (RMB). Based on the level of work the Government expects one dedicated individual would be required to meet this need in Washington, D.C. The individual shall provide subject expert level support in the development of IT Modernization and Consolidation capability requirement documents. The documents should reflect functional, operational, security and technical requirements for cybersecurity operation (enterprise-wide) capabilities. Develop supporting requirements traceability matrices. Coordinate across teams the collection of requirements, validation of requirements and coordination of reviews of developed documents. Adjudicate satisfactorily all comments and submit for approval(s).



Required Skills
Primary/Major Duties and Responsibilities (Essential Functions):
  • Development and publication of a requirement traceability matrix, processes and workflows to support requirements generation.
  • Training of CDM Program customers on new requirements
  • Vetting of requirements with stakeholders and looking at future roll outs to determine feasibility and impact
  • Must be organized with attention to detail
  • Automation of the process via workflows in SharePoint is also preferred.
  • Coordinate adjudication of the new requirement and support the ISCM CDM Program Manager in presentation of the new requirement to DHS with ultimate audience as the new DHS CDM Requirements Management Board (RMB).

Required Experience

Required Education & Experience:

  • Graduation from college with a major in IT, Information Systems, Cybersecurity or an allied field, and demonstrated experience in Enterprise wide Cybersecurity architecture and requirements.
  • Ability to articulate and translate complex program concepts into understandable objectives. Ability to organize and communicate complex material in a logical, clear and concise manner
  • Familiarity with Federal standards, specifically NIST standards.
  • Must have expert knowledge and work experience with the CDM Phase 1 solutions.
  • Oral and written communication skills in the English language.
  • Must be organized with attention to detail.
