The Educational Specialist II - Assessment and Data Literacy will provide coaching to Priority Schools to improve data literacy and increase the use of assessment data to drive differentiated instruction. The coaching support will include frequent interactions with principals, ILEDs, and teachers to deliver professional development grounded in evidence-based strategies to improve the interpretation of assessment data and inform instructional practice.

Additionally, this role will serve as the lead/project manager for the coordination of assessment strategy for the district that will be informed by the interactions with the priority schools. In this role, he/she will be responsible for advising key leaders within Academics on the development of effective assessment strategy and the use of data to inform instructional practice.

Essential Functions
  • Coaches principals, ILEDs, and teachers at priority schools on the effective use of assessment data to inform instructional practices.
  • Provides direct support to priority schools in developing effective, evidence-based data cycles to be implemented at the school level.
  • Supports principals and teachers in making decisions about how best to differentiate instruction to improve outcomes for students.
  • Prepares materials for professional development opportunities to improve data literacy at priority schools.
  • Leads school-level team meetings reviewing student data.
  • Provides professional and technical assistance to administrators, teachers, and staff related to the implementation of the district assessment strategy at priority schools.
  • Plans and delivers professional development activities for teachers and administrators after school, in the evening, on Saturdays, and during the summer related to data literacy and assessment strategy.
  • Conducts research and analysis regarding assessment, data literacy, and data-driven instructional best practices.
  • Leads high-level meetings, facilitates decision-making processes, and adapts project plans based on those decisions.
  • Coordinates assessment strategy and professional development related to assessment and data literacy.
  • Prepares statistical and narrative reports surfacing key policy questions based on underlying data and/or graphs, as appropriate; present research results to Senior Leadership and prepare follow up and ongoing analyses.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and the professional standards.

Desired Qualifications
  • Master's degree in education or related field. Degree must be from an accredited college or institution.
  • A valid Maryland State Department of Education (MSDE) Advanced Professional certificate.
  • Three years of K-12 experience; urban experience preferred.
  • Three years' experience developing and delivering professional development to teachers to support implementation of the Maryland College and Career-Ready Standards for Literacy; district level experience preferred.
  • Experience coaching classroom teachers and teacher teams to improve the quality of instruction
  • Strong organization and strategic planning skills; ability to balance multiple priorities in a fast-paced work environment.
  • Experience managing large scale projects.
  • Knowledge of effective student, school, and district instructional and assessment tools.
  • Knowledge of current research in assessment best practices.
  • Knowledge of current research and best practices in adult learning and facilitation.
  • Knowledge of the Maryland College and Career-Ready Standards.
  • A commitment to educational equity.
  • Excellent verbal and written communication skills.
  • Proficient in the use of multiple computer applications including, but not limited to, Microsoft Office, PD Tracking and reporting software, databases, and Online Professional Learning software, including web-based delivery of professional development.
  • Knowledge of laws, regulations, rules and policies affecting City Schools' educators.
