Project Overview and Role:

The Economic Growth and Governance (EG&G) Practice in Palladium iscurrently seeking a Director of Monitoring, Evaluation and Learning to lead theMEL strategy for the CATALYZE award. CATALYZEis a $250 million 5 to 8-year program, designed to catalyze $2 billion inprivate capital, especially to underfinanced social sectors (such as education)and higher risk countries (especially low-income and post-conflict countries)around the globe, complemented by a cross-cutting inclusion of gender-lensinvesting. CATALYZE will provide services to many missions and bureausthat "buy in" to tap the CATALYZE investment and pay-for-results projectmanagement expertise. Our aim is for investors to explore and findcommercially viable opportunities and approaches to creating jobs, developingsustainable social services, tightening and rationalizing supply chains, andadvancing inclusive growth.

Primary Duties and Responsibilities:

TheDirector of MEL will be based in Washington DC and will be responsible fordeveloping and implementing the CATALYZE MEL strategy.

  • Lead development of the CATALYZE Monitoring, Evaluation and Learning plan based on the CATALYZE project strategy
  • Lead development of CATALYZE MEL standards, policies, and structure for managing MEL across CATALYZE current and new buy-ins
  • Participate in CATALYZE senior management team, ensuring that MEL plays a critical role in all project planning and execution
  • Lead development and management of systems to aggregate and visualize program data, including dashboards and GIS, to facilitate data use including analysis for learning and adaptive program management
  • Collaborate with the Communications Director, CATALYZE to support cross project collaboration and learning with other
  • Private Sector Engagement Hub projects and community members
  • Collaborate with the Communications Director, CATALYZE, to develop and address learning agendas

Reporting Requirements:

  • The role reports to the CATALYZE Executive Director.Reporting requirements include:
  • Attendance at all regular CATALYZE team meetings;
  • Provision of regular updates to the Executive Director, including status of Key Result Areas (KRAs), and any other material matters and/or areas of concern;
  • Other reporting as required by the line manager.

Relationships:

  • Therole is part of the CATALYZE Project team and will work in coordination withtechnical leadership and project management staff
  • As delegated, the role liaises with clients and stakeholders, technical area specialists, corporate services, professional service providers, and others as required

Minimum Experience Required:

  • Demonstrated leadership in MEL
  • Proven experience designing and implementing MEL systems for EG&G programs focusing on finance and at least one of the following thematic areas: economic growth, energy, agriculture, agribusiness, education, workforce development, youth, or gender
  • Demonstrated experience designing and managing MEL systems for USAID-funded projects
  • Demonstrated experience engaging both international development and private sector communities

Key Competencies and Professional Expertise Required:

  • Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team
  • Demonstratedability to think strategically, creatively, and to find innovative ways torespond to emerging organizational and project needs
  • Detail-orientedand deadline-driven with strong organizational skills, and ability to work in adynamic and agile environment with changing requirements and priorities
  • Knowledge and understanding of USAID MEL systems
  • Excellent verbal, written, and presentation skills
  • Highly self-motivated and able to work independently as well as in team settings
  • Knowledge and understanding of utilizing geographic information system applications (e.g., QGIS, ArcGIS) to facilitate data analysis and interpretation
  • Demonstrated competencies in mixed-methods design
  • Demonstrated competencies designing surveys and using survey tools
  • English fluency required; competency in other languages (French, Spanish) preferred
  • Ability to travel to lower- and middle-income countries as needed
