Position Summary:

The Government Interface Lead is responsible to maintain contact with USMC and US Army customers to support NATC awareness of general customer problems and business opportunities that align with NATC core competencies. This position requires experience in Government-related requirements development and/or acquisition programs and the associated Planning, Programming, Budgeting, and Execution (PPBE) processes. A working understanding of the current Defense Acquisition Framework and Service Components' budgeting and planning cycle and how they impact the acquisition process is a key skill set. The ability to establish and nurture relationships that lead to the mutual benefit of the customer and the corporation is vital to the Government Business Development Lead's success.

Working in support of Program Managers and the NATC Business Development Manager, this position is responsible for:

  1. Maintaining currently established business relationships with requirements development and acquisition program manager offices.
  2. Identifying and developing business opportunities (and the associated relationships) with requirements development and acquisition program manager offices that have emerging programs/projects aligning to NATC corporate objectives and core competencies.
  3. Assesses where the potential business opportunities (projects) exists in the defense acquisition framework, and identify actionable capabilities and logistics goals to aid in formulating draft Statements of Work in response to initial problem descriptions provided by the government.

  1. Articulates/translates NATC generated technical information and evaluations to non-technical personnel.
  2. Assists with the management and monitoring of contracted work projects for the customers with whom he/she interfaces.
  3. Assists with the planning and participating in those Government-related trade shows that have been identified for NATC involvement. Be prepared to facilitate employee support for those trade show locations within the National Capital Region (eg: Modern Day Marine and AUSA).
  4. Providing assistance with managing Government visitors to NATC facilities; including in person support, protocol support, and visitor biography development.
  5. Assisting the NATC Business Development Manager in planning and maintaining a budget for Government-related business development activities.

Essential Functions:

  1. Assess where a project exists in the defense acquisition framework, and identify actionable capabilities and logistics goals from the Statement of Work and initial problem description provided by the government.
  2. Provide support to NATC test engineers and program managers.
  3. Ability to articulate technical information to non-technical personnel.
  4. Ability to manage more than one technical activity at a time.
  5. Review project technical data including test results, analytical results, requirements rationale, cost and weight considerations providing findings and recommendation on in MS Office based reports, and graphs.
  6. Travel as required by Company needs and directives.
  7. Attends and represents company at trade and industry shows.
  8. Provide recommendations and input on NATC business development activities as it relates to military/government programs that track to NATC objectives and core compentencies.
  9. Other duties and responsibilities as required.
Position Requirements

Minimum Qualifications:

  1. Minimum of 3 years of professional experience in military operations, collaboration and management in analysis and reporting within the DOD 5000 regulatory framework and at least 10 years of military/government related experience. Or, minimum of 10 years of professional experience with the Military Industrial Complex, collaboration and management in analysis and reporting within the DOD 5000 regulatory framework.
  1. Must possess general knowledge of the MAGTF, working knowledge of the Marine Corps Operational Concepts, Defense Acquisition Lifecycle Management, and Military Leadership hierarchy.
  2. Must possess excellent written and verbal communication skills, expressing ideas clearly and actively listening to thoughts and ideas of others.
  3. Must be able to maintain a high level of confidentiality.
  4. Must be professional and personable and able to relate well with employees at all levels.
  5. Must have excellent organization and time management skills.
  6. Must be flexible and able to handle multiple priorities, with the ability to adjust to high pressure and rapidly changing business conditions.
  7. Able to work in excess of 40 hours per week.
  8. Must possess or be able to obtain a valid driver's license.

Preferred Qualifications:

  1. Knowledge of USMC Combat Development process, organizations and operations.
  2. Experience with evaluation of military system suitability measures, including operational availability, reliability, maintainability, military maintenance and supply systems.
  3. Automotive experience, professional and/or personal interest.
