Who We Are Looking For: A seasoned Program Manager that likes to lead, learn and operate in excellence.

The Program Manager is responsible for the successful development and/or execution of projects and task orders related to Federal Grants Management and Grantee Technical Assistance, especially in the Healthcare, Social Services, and/or Education subject matter areas. This includes but is not limited to ensuring that the projects meet or exceed clients’ expectations, on schedule, and on budget.
 
Additional responsibilities include leading the contractor peer review team, supervising/monitoring the planning, implementation, and conclusion of assigned projects and resources related to projects, assuring all required reports, documentation, and work products are completed within the guidelines as dictated by the contract terms and corporate monitoring requirements.  Travel may be required.

RESPONSIBILITIES:
  1. Leads project(s) to success and maintains alignment with client agency program mission and goals.
  2. Provides team with the context and guidance necessary to successfully perform their tasks.
  3. Manages and coordinates the efforts of all team members on all work assignments.
  4. Manages the budget, schedule, and quality of all services and deliverables on project(s).
  5. Coordinates the preparation of all contract documentation such as monthly reports, work assignment final reports, letters, agendas, and all other contract documentation and written deliverables.
  6. Ensures qualified project staffing levels are maintained by working with Human Resources, as needed, on recruiting, interviewing and hiring.
  7. Leads or directs team training, and the planning, assigning and directing of work. Completes or directs completion of performance appraisals. 
  8. Identifies risks and mitigation strategies and communicates to client as appropriate.  Leads resolution of client concerns.
  9. Conducts or participates in weekly or bi-weekly project staff meetings to discuss activities, establish task priorities, provide guidance, identify and mitigate risks, and remove roadblocks.
  10. Serves as the company corporate point of contact for the client project officer.
  11. As applicable, coordinates with the Project Manager or Assistant Project Manager in all matters of budget, costs, and vendor relations.
  12. Oversees the development of technical assistance products, including training materials, presentations, webinars, websites, etc. 
  13. Delivers training and/or technical assistance as required online or in-person.
  14. Ensures that the project satisfies all contractual obligations from a technical standpoint within required time frames.
  15. Provides direction and assistance in the company’s response to task orders or requests for proposals within the grants administration and technical assistance domain.
  16. Maintains awareness of and supports corporate policies and procedures regarding acceptable use of technology, the company’s code of ethics, and remote (telework) work policy.
MINIMUM QUALIFICATIONS:
  1. Demonstrated understanding of Government Services Administration (GSA) travel and reimbursement regulations. As well as experience with Government Performance and Results Act (GPRA) is required.
  2. Experience overseeing the development of training or technical assistance materials is required.
  3. Experience with the grant application and/or Peer Review process is required.
  4. Certification as a Project Management Professional (PMP) is preferred. 
  5. Ability to negotiate vendor contracts and interact with high-level government officials is required.
  6. Candidate must demonstrate an intermediate level of proficiency in Microsoft Office, Excel and PowerPoint.
  7. This position requires the ability to get a U.S. Public Trust clearance.
