The Drew Company, Inc., is seeking a Proposal Specialist and Contract Administrator to join our organization to identify new business opportunities in property management, hospitality services and real estate development and acquisition as well as assist with general contract administration for the RRB/lTC and other property management contracts and subcontracts. The person in this position has the option of being based out of our Washington, DC or Boston, MA office. This position reports directly to senior management.
PROPOSAL SPECIALIST
Lead proposal initiatives and manage responses to RFQ/RFP/Task Orders, including, but not limited to, analyzing proposal requirements, identifying appropriate content, as well as content gaps, writing concise and persuasive business proposals, proofreading, editing, preparing and assembling final response package, and ensuring timely submission and compliant responses
Develop pricing proposals
Participate in proposal planning, strategy, work sessions, reviews and coordinate meetings
Monitor industry publications and websites, such as FedBizOpps, to identify potential new business opportunities in real estate development and property management and operation, including, but not limited to, operation and maintenance of mechanical equipment and systems, custodial services, hospitality services, food service, lodging, event management and other building service management contracts
Evaluate RFQ/RFP documents, summarize requirements and track leads and opportunities
Participate in marketing efforts in public and private sector to support business development and teaming opportunities
Attend industry events
Review RFPs to develop questions to be submitted
Prepare detailed proposal management plans, outlines and templates
Act as main point of contact between TCMA and RFP issuer
Participate and/or lead contract negotiations with RFP issuer
CONTRACT ADMINISTRATION
Review contracts and contract modifications and negotiate contract changes
Monitor contractor performance, including reporting and status of contractor deliverables
Maintain working knowledge of FAR requirements, including, policies and procedures to support contract related activities
Assist in coordinating efforts across multiple business functions to ensure contract compliance
Analyze and investigate questions related to contract requirements
Review bids/proposals from subcontractors and conduct subcontractor negotiations
Maintain detailed and organized files
Attend meetings as directed by senior management. May be requested to take notes, draft and finalize minutes
DESIRED QUALIFICATIONS/SKILLS
Bachelor's degree
Minimum 4 years experience with federal government contracts and subcontracts, as well as knowledge of Federal Acquisition Regulations and experience in proposal writing
Excellent oral and written communication skills, as well as strong organizational and interpersonal skills
Ability to work successfully and productively in a team environment or independently with minimum supervision
Skilled in multi-tasking with a strong attention to detail
Experience with contracts for property management and operation, including, but not limited to, operation and maintenance of mechanical equipment and systems, custodial services, hospitality services, food service, lodging, and other building service contracts
Proficient in Microsoft Office programs (Word, Excel and Outlook); experience with InDesign a plus
Experience with FFP, CPAF and IDIQ contracts
