SIGINT SME (Subject Matter Expert)

Stellar Solutions is seeking individuals with senior advisory experience, capable of assisting in management of key client projects, with the goal of delivering within cost, schedule and performance constraints.

This position directly supports Government Project Managers within an Intelligence Community Acquisition System Program Office responsible for the design, procurement, and fielding of satellite systems and ground system processing capabilities.

• Acquisition / Project Management Expertise;
• Outreach & Communications;
• Director’s Action Group & Policy Support;
• Model-Based Systems Engineering (MBSE)

In this role, you may be involved with:

• Strategic planning and analysis of alternative studies of future mission architectures
• CONOPS derivation and requirements development, allocation and tracing
• Assisting in definition of project scope and objectives, involving relevant stakeholders and ensuring technical feasibility
• Development of detailed project plans to monitor and track progress
• Performing risk management analysis to minimize/mitigate project risks
• Monitoring and managing changes to the project cost, scope, and schedule using appropriate verification techniques;
• Measuring project performance using appropriate tools and techniques

Qualifications:

• Bachelors of Science degree in engineering, mathematics, computer science, aeronautics, aerospace, or information systems
• 10+ years of direct work experience in a project management capacity, to include multiple phases of project development and execution
• Experience with acquisition/procurement of government projects
• Proven track record of excellence in the service provided to clients and customers
• Experience supporting government customers in secure environments
• Demonstrated ability to decompose complex problems into actionable elements
• Applied knowledge and experience in software development principles and iterative development techniques
• Must currently hold and maintain an Intelligence Community TS/SCI Security Clearance

• Technical Degree
• Experience with Cloud computing or software application frameworks
• Certification in Agile acquisition methodologies
• Knowledge of Indications and Warnings
