Description: ATA Aerospace, a Joint Venture of Applied Technology Associates (ATA) and ASRC Federal Space & Defense, is currently seeking a Safety Officer to join our team supporting the NASA Godard Space Flight Center (GSFC) in Greenbelt, MD.

The Safety Officer will be responsible for monitoring and preventing chemical, biological, and physical hazards in the workplace. The Safety Officer along with the Mission Assurance Safety Manager (MASM) shall ensure that all work is performed in accordance with NASA Goddard Safety and Health Plan(s). The position provides technical leadership and functional guidance to operating personnel to ensure health standards promulgated by federal and state agencies are recognized and enforced. The Safety Officer will conduct audits and provide training in all aspects of occupational health and safety.
Duties:


*Serve as primary point of contact, including designated interface with NASA;


*Provide training and guidance to managers, group and/or task leads on Job Hazard Analyses (JHA) and perform/assist in conducting and preparing employee JHAs and annual renewals;


*Provide new employee H&S Program orientation;


*Identify, schedule, and track individual training requirements in coordination with the Project, the PA, and the HR Officer;


*Monitor all employees, including Teammates, subcontractors and supplier safe work practices and conformance to contract safety requirements;


*Advise the MASM and management team regarding safety matters through various forms of communication and through personal contact;


*Review and approve all hazardous activity procedures, including elements of Task Plans related to safety;


*Conduct walkthrough inspections of work areas to ensure compliance with the NASA Goddard H&S Plan;


*Provide recommendations to mitigate or eliminate hazards and ensure inspection findings are tracked to closure using the GSFC SHEtrak inspection management tool;


*Provide support as liaison to GSFC Code 300 and Code 500 safety representatives, OSHA, and other regulatory agencies;


*Work with facilities management on any planned adjustments in the work place layout or equipment changes or any planned moves, inspect worksites before and after such changes to ensure that no hazards have been created, and report the results of such inspections to facilities management;


*Work with facilities management to support the Center's fire safety program and serve as an evacuation Point of Contact (POC) as assigned.


*Attend and support GSFC and other sites' safety committees and safety events, as required.


*Support and audit the Safety Representatives in employee training, FOM/facility manager interactions, timely inspections, and implement appropriate corrective action.


*Ensure the Program Manager (PM) and Contracting Officer (CO)/Contracting Officer Representative (COR) is informed and current on all H&S status;


*Generate monthly reports specifying incidents, disabling injuries, lost work days incident rate, days lost, property damage cost, man-hours worked/month, and total employees, in accordance with contractual requirements. Update monthly Safety and Health Reports through the NASA Mishap Reporting System (NMIS);


*Conduct investigations of all work-related incidents, accidents, and close calls, determine their causes, and report them to the appropriate level of management;


*Report and investigate mishaps, first aid incidents, and Close Calls through the NASA NMIS database and support NASA Mishap Investigation and Root Cause Analysis as a member of mishap investigation teams as designated;


*Take appropriate corrective action in response to any non-compliance issues identified by the CO;


*Provide quality engineering and inspection support.
Qualifications:

*A Bachelor of Science degree or equivalent education and experience in environmental Health and Safety or a related field.


* Ten (10) years of Environmental Health and Safety (EH&S) experience including at least five (5) years of experience leading Health and Safety activities at a contract level. Individual should have an extensive knowledge in the development and/or implementation of EH&S programs and safety inspection.


*Familiarity with NASA and GSFC Procedural Requirements, work instructions, and directives.


*Familiarity with NASA and GSFC NMIS, SATERN, META, and STARS a plus.


*Current or recent certifications in workmanship and inspection for NASA 8739.x or IPC standards, Level B or CIT/CIS a plus.


*Experience in development and implementation of Job Hazard Analyses (JHA)


*Experience and familiarity with NASA Mishap Investigation (current training in NASA Mishap Investigation a plus)


*Experience in implementation and surveillance of ISO 9K and AS9100 certifications.


*Experience and familiarity with OSHA CFR 1910 and 1926 for occupational safety including reporting and procedure development as required, CSA or CSP credential a plus.
