Praetorian Standard, Inc. (PSI) is a privately held, service-disabled veteran-owned small business (SDVOSB) that provides specialized logistics, operational, and security management support services in challenging environments around the world. PSI has expertise in commercial mining, Department of Defense, Department of Homeland Security, and Department of State contracts. With offices in North Carolina, Virginia, Texas, Maryland, and Afghanistan, PSI creates and implements life support services such as intelligence coordination, protection management and situational analysis.

Position Description

The successful candidate will work as a member of a small team supporting the Department of State Counterterrorism Preparedness Program (CTPP). The CTPP provides support to the Office of Technical Programs and Operations Policy (CT/TPOP), the Office of Crisis Response, Preparedness, and Special Coordination (CT/CRSC), and the Office of Terrorist Detentions (CT/TD) on various Bureau of Counterterrorism (CT) initiatives to include, but not limited to: policy development, review, and implementation in support of the National Security Council (NSC) directed mission; hostage affairs and WMD engagements; assistance in the implementation of the NSC's process for handling of detainee-related actions; the development and execution of critical counterterrorism preparedness programs such as training exercises, working groups, forums and seminars; and assessing and developing "lessons learned" aimed at enhancing the Department's, the U.S. government's, and partner nations' ability to mitigate and rapidly respond to terrorist related incidents overseas. The CTPP also provides administrative support to CT/TPOP, CT/CRSC, and CT/TD personnel to ensure effective execution of day-to-day operations.

The candidate will perform professional duties related to the review and development of counterterrorism policies. The candidate will conduct daily interaction with Department, interagency, and embassy personnel under general or minimum supervision, and will interact with senior staff, representatives of foreign governments, and the U.S. interagency. The candidate will support a classified program and will comply with all security requirements and processes for handling classified information. Final products will be reviewed upon completion with regard to operational and technical soundness and appropriateness and will be assessed by the timeliness and quality of work. The position reports to the Senior Program Manager.

Essential Duties and Responsibilities

  • Current TOP SECRET security clearance with SCI eligibility is required.
  • Preferred knowledge of and experience working with the Department of State or other federal government agency for no less than three years on counterterrorism initiatives.
  • Excellent and professional oral and written communication skills, data gathering, analytical, and problem-solving skills are critical.
  • Preferred knowledge and experience working within the framework of National Security Presidential Memorandum 4 (NSPM-4) and counterterrorism related Presidential Policy Directives and NSPM frameworks related to counterterrorism activities. Experience drafting reports, presentations, or other deliverables, as required.
  • Ability to travel worldwide (about 10-20% of the time).
  • An in-depth knowledge of U.S. security and classification procedures is necessary.

Supervision

This position does not have any supervisory responsibilities.

Minimum Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

Education and/or Experience (Combination of less experienced and more experienced)

  • Bachelor's degree or equivalent, and four years of general experience.
  • Understanding of Department of State operations, to include paper writing and clearance processes.
  • Knowledge of emergency and crisis management policies and procedures.
  • Past experience and ability to act as a liaison between departmental end-users, analysts, consultants, and other government organizations.
  • Ability to respond and adjust to rapidly evolving requirements and environment.
  • Degree in International Studies/Political Science is a plus.
  • International work experience or study abroad experience is preferred.
