Job Description
  • Analyze and coordinate the logistical functions of a firm or organization. Responsible for the entire life cycle of a product, including acquisition, distribution, internal allocation, delivery, and final disposal of resources.
  • Conduct analysis and identify requirements, gaps, recommendations, and prepare work products supporting planning and coordination for and across each of the logistics elements and ILS requirements identified in the MSAM and COMDTINST M105.14, and per the Coast Guard Mission Support Business Model.
  • Support coordination and agenda preparation for and participate in ILSMTs, splinters, working groups, and ad hoc meetings and prepare meeting minutes and track and status action items.
  • Analyze requirements and related documents, and provide content input for ILSP updates, and assist in coordinating reviews and the approval process per the MSAM. The Contractor shall develop and update ILS documentation and supplemental ILS plans, processes and procedures (e.g. business rules, standard operating procedures, DMSMS and other plans required by COMDTINST M4105.14), including the ILSMT Charter and Logistics Element Manager memoranda.
  • Assist in preparing and assessing readiness for upcoming ADEs, Coast Guard Support Date and Program transition including providing input for all associated ILS related and inter-related criteria and requirements and gathering data and status information and preparing and maintaining status and reports (e.g. dashboards).
  • Support for self-assessment and the planning and execution of logistics reviews and assessments.
  • Review and provide content input for program and related documentation with ILS considerations.
  • Provide input for identifying and monitoring ILS-related program risks and opportunities and prepare corresponding mitigation plans.
  • Identify and document ILS and related lessons learned.
  • Update the ILSMT Charter, Logistics Element Manager memoranda and support data calls related to ILS areas.
  • Review prospective production and acquisition post-delivery ECs and TCTOs and evaluate completeness from an ILS perspective and make recommendations to address identified deficiencies in support of TAG and CCB.
  • Track status of all production and acquisition post-delivery TCTOs in terms of ILS task/activity completion and establish and maintain associated metrics traceable to deliverable ILS products and data sets for each new or modified system associated with each TCTO.
  • Collaborate with stakeholders and develop, and measure and monitor progress against transition to sustainment criteria, for and across each logistics element, for each NSC delivered to the fleet, including production delivery and delivery from completion of PSA.
  • Develop, collect, and manage data, information, documentation, and products supporting transition.
  • Develop, and measure and monitor progress against program transition and Coast Guard Support Date.
  • Identify existing and potential gaps for successful cutter and program ILS transition and make recommendations to address the gaps.
  • Prepare reports detailing system, equipment and software changes, and associated status of specific logistics products and data sets development and integration (e.g. new and modified maintenance procedures, parts lists, technical manuals, configuration data, drawing updates).
  • Conduct research and consult authoritative databases and other supporting information and sources, and liaise with Coast Guard Owned GFE program directorates, and develop, maintain, and review and control changes to the ILS checklists for all Government Furnished Equipment (GFE) and systems identified in contract schedule A, and for those systems identified for acquisition post-delivery installation (e.g. SCIF, EXCOMMS, CGMCS, ADCS, etc.).
  • Participate in PARM reviews to ensure all ILS is addressed for GFE systems. The Contractor shall identify all ILS products, data sets, and requirements for GFE systems logistics integration, identify and track associated product, information, and transition gaps, and measure and report progress in integrating the logistics package for each GFE system, production and post-delivery, into the Coast Guard logistics IT footprint as applicable per the Coast Guard Mission Support Business Model.
  • Monitor configuration and provide input to ILS checklists associated with alterations and changes to GFE systems and associated hull applicability.
  • Prepare data sets for transmittal to the PRO for the GFE systems associated with each successive NSC (e.g. Logistics Configuration Baseline (LCB), Support and Test Equipment List (STEL), Allowance Parts List (APL), Allowance Equipage List (AEL), and Technical Manual Index (TMI)).
  • Conduct and support configuration audit verification activities.
  • Review production contract CDRLs/ELINs, and other production ILS-related documentation and provide feedback.
  • Develop, prepare, and maintain trackers and other derivative work products to support ILSMT, fleet, and sustainment community visibility of cutter configuration and ILS products status (e.g., tracker depicting and synthesizing cumulative and current status of provisioning packages and parts changes, DMSMS migration status at part-level detail, waterfront change status, Engineering Change Notices (ECN), and production contract ILS ELIN detail by Hierarchical Structure Code (HSC), system nomenclature, and hull applicability.
  • Performs other related duties as assigned.
Job Requirements
  • Bachelor's degree in Logistics or related field
  • At least eight (8) years demonstrated experience as a logistician supporting Major Acquisition Program(s) (DHS/USCG Level I, DoD ACAT I or equivalent) in an ILS team lead role.
  • Documented completion of all courses required for DHS/DAWIA Life Cycle Logistics LVL III certification.
