Job Title: Site Safety Officer (Fort Belvoir Community Hospital)

Job Summary:

EMCOR Government Services is seeking a talented Site Safety Officer (SSO) for the Operations and Maintenance Services for the Medical Treatment Facilities of the Fort Belvoir Community Hospital. The SSO will serve as the primary point of contact for the contractor's safety management program and be responsible for all aspects of the management and administration of the program. This position is located at Fort Belvoir located in Virginia.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

    • Serve as the primary point of contact for the contractor's safety management program and be responsible for all aspects of the management and administration of the program
    • Responsible for development, implementation, and monitoring of Safety and Health Program to assure all staff have a work environment that is free from any recognized hazards.
    • Ensure safety program meets contract requirements per EM 385-1-1 and shall ensure that the requirements of 29 CFR 1926.16 are met for the task order.
    • Perform safety inspections and audits on maintenance, repair, and project work.
    • Review safety incidents and investigate accidents, report findings, and manage corrective actions.
    • Conduct site safety training on processes, procedures, and reporting protocols.
    • Maintain Safety and Health Program and update documentation on processes, procedures, roles, and responsibilities as required.
    • Provide monthly inspection reports, including findings and any identified deficiencies, and analyze data for trends.
    • Maintain required safety records, including completed training, incident records, safety data sheets (SDS), OSHA log recordkeeping, and workers' comp forms.
    • Identify areas of improvement and provide best practice recommendations.
    • Identify and track corrective actions through resolution.
    • Update safety documentation in customer's Computerized Maintenance Management System (CMMS).
    • Coordinate closely with project team in identifying trends, deficiencies, and areas for improvement.

    Qualifications:

    • The SSO must have the technical knowledge and skills needed to anticipate, recognize, and evaluate hazardous conditions and recommend adequate corrective actions and ensure corrections are made in a timely manner.
    • Minimum of five (2) years of continuous safety experience in supervising or managing general industry/construction/O&M, including managing safety programs or processes, or conducting hazard analyses and developing controls.
    • OSHA 30-hour training certificate or training card.
    • Resume or certificates demonstrating, for a minimum of the last five (2) years, the SSHO has maintained competencies through 8-hours of formal safety and health related training per year.
    • Knowledge in facility management trades, including mechanical, electric, HVAC, plumbing, carpentry, and life-safety equipment and systems, required.
    • Must be knowledgeable in healthcare facility codes and regulations, including NFPA, OSHA, and The Joint Commission requirements.
    • Must have strong organizational and written and oral communication skills.
