Human Resources Specialist - Talent Acquisition and Organizational Development (Milwaukee, WI)

Progressive Community Health Centers is seeking an experienced professional to serve as HR Specialist - Talent Acquisition and Organizational Development. Be the "go-to" specialist responsible for providing strategic direction that will help this community health center reach the next level in recruitment, retention, employee engagement, organizational development, diversity, equity and inclusion and other key areas of human resources.

Founded in 1999, Progressive Community Health Centers is an independent non-profit organization that operates four clinic locations in Milwaukee, Wisconsin. More than 100 employees support our agency's mission to improve the health and quality of life of the community by providing culturally competent services that address identified needs. We provide high quality, comprehensive care to roughly 16,000 patients annually, a majority of who are low-income. No one is ever turned away from our clinics based on insurance status or ability to pay. We value a patient-centered philosophy and provide range of services that include family medicine, internal medicine, women's health, urgent care, dental, radiology and integrated behavioral health. We also offer supportive services such as case management, health education and benefits enrollment.

What will you do?

The Human Resources Specialist leads the development and day-to-day operations of the human resources functions and duties for Talent Acquisition (recruitment) and Organizational Development (training). The specialist will work collaboratively with organizational leadership to develop, implement and manage recruitment strategy and tactics, inclusive of Physicians/Advanced Practice Providers and Leadership positions. Additionally, this role will develop, implement and manage leadership and organizational development and training needs, including a career development and advancement track, working closely with the leadership team to incorporate training curriculum into the Learning Management System (LMS).


Complexity of Work

  1. Maintains knowledge of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  2. Recruits, interviews, and selects provider and leadership candidates on behalf of management to fill vacant positions.
  3. Directs, orients and coordinates the activities of interview panel and reviews the panel's results for alignment to policies and procedures.
  4. Source and establish recruitment connection with local and national universities and associations to build and foster a talent pipeline for providers, with an emphasis on diverse talent
  5. Assists with training management in interviewing, hiring, terminations, promotions, performance management, compliance, and diversity, equity and inclusion.
  6. Screens and reviews applicant/recruit materials to determine qualifications and best fit for the organization; advises HR Director and hiring manager of results, when applicable.
  7. Establish a core onboarding plan for all new hires and coordinate with hiring leaders to ensure a complete onboarding plan and experience is facilitated
  8. Plans and conducts new employee orientation to foster successful onboarding and acclimation toward company goals.
  9. Coordinate with organizational leaders to establish and maintain an organizational career development and training track for all employees
  10. Responds to inquiries regarding policies, procedures, and programs. Interprets and applies policy language in response to inquiries requiring a detailed knowledge of policies and procedures of assigned human resources area
  11. Knowledgeable regarding benefits programs such as life, health, dental and disability insurances, pension plans, paid time off, to assist in attracting talent.
  12. Knowledgeable regarding wage surveys within labor market to determine competitive wage rate. Collects and assists in variety of analyses of Human Resources data.
  13. Conducts exit interviews to determine reasons for separation and identified opportunities for improvement of employee retention and engagement.
  14. Other job-related duties as may be assigned.



What do you need to qualify?
  • A minimum of a Bachelors Degree in Human Resource Management, Business Administration or related field required
  • At least two or more years of experience, with focus on recruitment of physicians/advanced practicing providers and leadership positions.
  • Prior experience with organizational training and development.
