Job Description

Role and Responsibilities

Summary

The Financial Analyst works out of Ft. Meade Maryland at National Security Agency (NSA) supporting the Enterprise Program Management (EPM III) contract. The customer's mission is to acquire and sustain capabilities, systems, products, and services through a disciplined, yet agile, process that enables end users to provide and protect vital information for the nation.

Essential Duties and Responsibilities

  • Prepares program and budget information for submission to stakeholders
  • Prepares tasking requests, point papers, briefing charts, spreadsheets, memos and other documents within prescribed timelines for review and analysis
  • Interprets requests for data and facts
  • Acquires, analyzes and prepares presentations of program and budget data for use in program decision-making
  • Analyzes funding requirements combined with execution history to develop concise descriptions of impacts and alternatives
  • Interprets requests for performance measure information and prepares/analyzes program performance measures/metrics. Integrates multiple, distinct, disparate data sources (an example would be budget-performance information pertaining to an operational program or programs) to support decision making.
  • Applies advanced business analytics to data related to budget, finance, schedule, capabilities, etc.
  • Generates performance reports demonstrating measures and metrics. Presents data in a visual and verbal form.
  • Interprets requests for performance measure information and prepares/analyzes program performance measures/metrics
  • Other duties assigned by management

Qualifications and Education Requirements

  • Ten (10) years of Department of Defense (DoD) or commercial experience in purchasing or finance and a Bachelor's Degree with a business focus is required.
  • In lieu of a degree, Certified Defense Financial Manager (CDFM), or DAWIA Level III in Business/Financial Management.
  • Three (3) years of directly related experience for a total of Thirteen (13) years may be substituted.
  • Experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance required.
  • Experience in budget planning, budget preparation and budget execution for acquisition programs required.
  • TS/SCI CI Poly

Preferred Skills

  • National Security Agency's (NSA's) financial management system (currently FACTS) experience is preferred.

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance. Applicant selected will be subject to a security investigation and must be able to meet eligibility requirements for access to classified information; TS/SCI/CI Poly clearance is required

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Must be able to travel and work overtime as necessary
  • Must be willing to work any shift or day of the week as required
  • Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the functioning of simulators and its surrounding environment.
