Job Description
BALTIMORE COUNTY PUBLIC SCHOOLS

JOB TITLE: Specialist, Prevention and Intervention Programs
Baltimore County Detention Center

REPORTS TO: Supervisor, Prevention and Intervention Programs

DEFINITION: Oversees the evening and weekend instructional programs provided by Baltimore County Public Schools at the Baltimore County Detention Center (BCDC). Assists the Supervisor to plan, implement, direct, and evaluate the site's programs and activities. Provides support in the supervision of professional and administrative staff. Performs other duties as assigned.

EXAMPLES OF DUTIES:
  • Provides instructional leadership for the implementation of the BCPS curriculum at BCDC using a learning approach that supports customization and personalization of learning.
  • Assists in the supervision of the instructional program at BCDC in conjunction with the Supervisor and central office staff for the express purpose of serving students and supporting them in attaining a high school diploma and defining post-secondary goals.
  • Assists in the development of a site-specific improvement plan that supports the Indicators of Progress.
  • Reviews each student's transition goal and modify when necessary.
  • Reviews BCPS student transcripts, read and interpret student transcripts from other school districts and account for earned credits, HSA assessment results, and service learning hours, enroll new students and withdraw students in the SIS and assign classes in SILK based upon transcript data.
  • Monitors and assesses student achievement and participation outcomes with appropriate data collection and analysis for the purpose of continuous improvement.
  • Supervises and assists with evaluating the effectiveness of site-based personnel in order to make staffing recommendations to the program supervisor.
  • Assesses the need for professional development for site-based personnel and assists with planning appropriate activities.
  • Implements a program designed for school-community coordination and keeps open lines of communication between and among essential stakeholders.
  • Assists Supervisor with the business functions of the program, such as budget preparation, accounting, and expenditure authorization, as needed.\
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS:

Education, Training, and Experience:
Graduation from an accredited college or university with a master's degree in a field directly related to the assignment; plus three years of successful teaching or related experience.

Licenses and Certificates:
Possession of, or eligibility for, a Maryland Advanced Professional Certificate and an Administrator I endorsement is required.

Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of pedagogy.
Knowledge of the principles and practices of public education administration.
Knowledge, skill, and successful experience with blended learning and credit recovery programs.
Knowledge, skill, and successful experience in the use and analysis of school performance data.
Outstanding oral and written communications skills.
Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications); skill and experience in data analysis and application.
Ability to establish and maintain effective working relationships.
Ability to maintain confidential information.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
While performing the duties of this job, the employee is required to frequently travel among the school environment/campus; occasionally lift and/or move up to 20 pounds; consistently participate in weekend and evening activities; occasionally participate in communication and meetings during the day in collaboration with the daytime BCPS immediate supervisor.

SALARY:
  • $48.00 per hour

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.

  • Additional job verification will be required for salary credit.
