Job Description

Role and Responsibilities

Summary

Acting under the authority of the Transportation Security Administration (TSA) Specialized Security Training (SST) Program Manager, the TME&I Program Manager is the central point of contact with the TSA for all technical and management issues on TME&I Program and with the Threat Mitigation Laboratory (TML) on the TSA SST contract. This position will be located in Egg Harbor, NJ and require on-site presence the preponderance of the time.

This position is contingent upon program award.

Essential Duties and Responsibilities

  • Manage the TME&I Program and the Threat Mitigation Laboratory (TML)
  • Support In-Process Teams (IPT) responding to Task Orders issued on the TSA SST contract
  • Develop and manage schedules, budgets, personnel and activities associated with the TME&I Program and the TML
  • Lead, mentor and evaluate program staff at multiple locations
  • Collaborate with TSA, subcontractors, subject matter experts and a wide variety of functional area experts to execute the TME&I Program and sustain the TML
  • Prepare, conduct, and run medium to large technical and management meetings with internal and external customers
  • Maintain positive teaming relationships with subcontractors and manage subcontractor performance
  • Manage and maintain security controls IAW Federal, Department of Homeland Security and TSA regulations and guidelines
  • Manage and maintain oversight/control of Government Furnished Property, Equipment and Facilities IAW Federal Acquisition Regulations and other Government requirements
  • Ensure adherence to Project Management Principles as regulated by the Program Management Institute
  • Ensure adherence to the Quality Management System and compliance with AS-9100C standards.
  • Attend necessary weekly, monthly, and quarterly meetings as required or directed by the TSA SST Program Manager and/or TSA.
  • Travel as required to support TSA SST Program requirements, Task Order delivery and to maintain positive customer relationships

Qualifications and Education Requirements

  • Bachelor's Degree from an accredited institution of higher learning
  • Must have at least 7 years of progressive management experience
  • Program Management Professional certification is highly desired
  • Strong communication and interpersonal skills are required
  • Must be proficient in Microsoft Excel, PowerPoint, Project, and Word
  • Must be able to effectively deliver oral presentations to management and customers
  • Must be able to work independently and direct subordinates
  • Must be able to work overtime as required.
  • Must be willing to work any shift or day of the week as required.
  • Must be eligible for DoD Personal Security Clearance

PREFERRED SKILLS

  • PMP Certification
  • Experience managing programs, proposals, policy and/or oversight of Government contracts particularly with Department of Homeland Security and TSA
  • Possess complex financial managerial skills to include budgetary and proposal activities
  • A working knowledge of accounting fundamentals

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for any required Government Personal Security Clearance.

  • Domestic and international travel as required.
  • Work in a regular office environment; communicate via personal computer, telephone and fax.
