Job Description

Designs and implements programs, policies, and practices to ensure the mortgage business unit complies with federal, state, and local regulatory requirements. This position will also develop and implement mortgage policies and procedures by performing the following duties.

Duties and Responsibilities include the following.

Mortgage Compliance

  • Monitor impact and maintain current knowledge of new regulations or changes to existing regulations, and general compliance issues and concerns.
  • Monitor advancements in information technologies to ensure departmental adaptation and compliance.
  • Oversee and coordinate all mortgage efforts to monitor and maintain compliance with all federal and state regulations. Includes enforcement of company policies and procedures.
  • Ensure mortgage compliance objectives are met and activities related to standards and legal regulations are tracked and identified.
  • Account for the daily operations, performance and productivity of Post-Closing and Pre-Funding controls.
  • Track laws and regulations that might affect the organization's policies.
  • Manage and prepare for both internal and external mortgage audits.
  • Complete investor approvals and annual recertifications.
  • Facilitate Mortgage Compliance meetings to identify both existing and emerging risks and implement changes in controls to mitigate those risks.
  • Collaborate with key stakeholders within the Bank's Compliance Team, Internal Audit Team and Operational Risk Team.
  • Manage vendor relationship management and contracts, and leads department trainings as needed.
  • Provide compliance guidance to and answer questions from production and operations staff on federal and state regulations including TILA, RESPA, ECOA, fair lending laws, HMDA, anti-predatory lending laws, licensing, FCRA, privacy laws, Dodd-Frank and other consumer finance-related laws.
  • Collect and disseminate to mortgage team information related to compliance and other topical subjects.
  • Conduct Compliance Risk and Operational Assessments.
  • Perform re-test of findings because of an internal or external mortgage audit.
  • Provide assistance at all levels of operations as needed to complete projects on time and stay in compliance with Origin Bank and regulatory requirements.
  • Work with the mortgage management team to test and document all new policy and procedure releases in Loan Origination System(s).

Quality Control

  • Partner with the Quality Control (QC) vendor to ensure timely and accurately prepared reports and findings.
  • Provide day-to-day management of the QC vendor.
  • Distribute QC reports to the responsible personnel and coordinate the rebuttals and additional documentation obtained to remediate the defects.
  • Work with management team and department managers to ensure findings and/or defects are addressed and corrected.
  • Maintain knowledge of underwriting requirements and Origin Bank policies and procedures.
  • Identify and investigate red flags that may indicate instances of fraud.
  • Compile, distribute and present monthly management reports based on review findings.
  • Report unresolved critical defects to appropriate agencies and investors.
  • Ensure agency guidelines for QC are met and documented.
  • Recommend quality operational improvements based on review of findings.
  • Review DMI Early Payment Defaults to determine QC selections.
  • Perform Second Review Denials.
  • Perform QC of the QC'er.
  • Determine QC trends and issues and implement resolutions as required.
  • Coach others on QC issues, problems and/or questions.

Training

  • Collaborate with the mortgage management team to produce high quality training materials for the team, as needed.
  • Compile and maintain training materials and assist in or conduct training sessions for new and existing employees.
  • Create training campaigns and maintain a culture of learning.

Education and/or Experience

Bachelor's degree (B. A.) from four-year College or University; three to five years of compliance and quality control experience required; two to four years related mortgage banking experience.

Computer Skills

To perform this job successfully, an individual should have knowledge of the Internet, Outlook, Microsoft Word and Excel. Ability to use basic office machines. Ability to learn bank-specific software such as Encompass, IBS, Workday, etc.

Physical Demands

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
