BALTIMORE COUNTY PUBLIC SCHOOLS

JOB TITLE: Enterprise Systems Engineer - Backup Systems

REPORTS TO: Supervisor, Enterprise System Engineering

DEFINITION: Plans, coordinates, and leads the development, implementation, maintenance, and enhancement of enterprise data backup network infrastructure including hardware, software, and related components. Works with both new technology and legacy technology to ensure successful access for students and teachers to necessary resources. Supports on-premises and cloud hosted backup system integration, operations, and resilience.


EXAMPLES OF DUTIES:
  • Installs, configures, administers, and maintains enterprise data backup systems, servers, software, and cloud hosting. Schedules and maintains backups of enterprise servers. Develops and modifies applications and reports using various tools, as necessary. Performs test restoration of all data backups on a regular basis to ensure that the data is not corrupt and is available in case of a disaster.
  • Develops, operates, and maintains various enterprise systems, both on premise and in the cloud.
  • Works closely with vendors to identify performance issues and schedule updates and patches so that IT Security is maintained at all levels of system operations.
  • Provides support for business continuity and disaster recovery operations.
  • Ensures system security and assists as needed during network/server forensics work.
  • Participates in and provides support for internal and external audits, as necessary.
  • Manages network infrastructure projects as they are implemented, ensuring that the servers and/or cloud services are properly configured for daily, weekly, and monthly backups. Reviews the backup and testing of restoration schedules on an annual basis, in coordination with the Enterprise System Engineers, Office of Enterprise Applications staff, Business Information Systems Management staff, and the Manager of Network Support Services, and Director of Network Support Services.
  • Serves as a project team leader in the development, implementation, maintenance, and enhancement of email systems, databases, web services, and network infrastructure components as needed.
  • Plans, guides, and directs the work of team members on projects. Ensures that projects are completed in accordance with established deadlines and standards. Develops priorities and schedules of assignments. Prepares estimates of project time and costs.
  • Coordinates the work of project teams with the work of other departments and teams. Assigns, reviews, and evaluates the work of team members.
  • Writes and documents system specifications, including the maintaining of equipment inventory records, network diagrams, and updates to such records.
  • Maintains documentation for network configurations, equipment, and procedures. Maintains server and backup system hardware and software (licenses) inventory. Designs, setups, and administers Windows, Google, and other similar on-premises, hybrid, and cloud-based systems.
  • Establishes and manages policies and standards, including backup systems. Diagnoses and resolves problems associated with cross-platform systems.
  • Provides technical guidance to team members on configuration topics as needed. Ensures that best practices are employed by team members.
  • Works closely with Technology Support Services and the Technology Support Services supervisors to ensure that pertinent user and system level changes and enhancements, as it relates to backups and restores, are communicated effectively and in a timely manner. Prepares written user instructions for new implementations, changes, and/or enhancements to enterprise systems, and provides the information to the IT Help Desk personnel.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS:

Education, Training and Experience:
  • Graduation from an accredited college or university with a bachelor's degree in computer science or a related field.
  • Five years of experience supporting network infrastructure and administering network servers in a large, geographically dispersed environment.
  • Must have hands on experience managing enterprise level data backup systems in both an on-premises and cloud-based architecture.

    (Additional qualifying experience in the support of computer network infrastructures can be substituted on a year-for-year basis for the required education.)

    Note: Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

Licenses and Certifications:
  • Possession of Microsoft Certified: Security, Compliance, and Identity Fundamentals, Microsoft Certified: Azure Fundamentals, or MCSA: Windows Server 2012 or higher, MCSE: Core Instructure certifications are preferred, but not required.
  • Barracuda Backup - Foundation, Barracuda Email Security Gateway - Foundation, or Barracuda Message Archiver - Foundation certifications are preferred, but not required.
  • Commvault Certified Professional 2018 or higher, Commvault Certified Engineer, or Commvault Certified Master certifications are preferred, but not required.
  • Possession of a Cisco Certified Network Associate (CCNA) or higher is preferred, but not required.


Knowledge, Skills, and Abilities:
  • Thorough knowledge of the principals and practices of planning, developing, implementing, and maintaining large enterprise information systems.
  • Thorough knowledge of business operations, processes, and procedures.
  • Thorough knowledge of processes, methods and techniques utilized to analyze and evaluate business operations.
  • Thorough knowledge of project management and program planning.
  • Thorough knowledge of computer systems, servers, Local Area Networks, Wide Area Networks, Internet/cloud systems, enterprise firewalls, enterprise IT security standards, including NIST IT standards, MITRE ATT&CK framework, and Windows PowerScript programming understanding.
  • Experience and knowledge of Microsoft Azure Active Directory, Azure cloud-based server provisioning and operations, and integration of Azure Active Directory and Google Directory Services.
  • Skill in administering network servers such as exchange servers, SQL servers, and Internet information servers, and cloud systems in a large, geographically dispersed environment.
  • Skill in the development, implementation, maintenance, and enhancement of computer network infrastructure.
  • Skill in evaluating technology and recommending network configurations and topologies.
  • Skill in maintaining documentation for network configurations, equipment, and procedures.
  • Skill in analyzing, testing, and implementing database designs that support new and existing business applications.
  • Ability to serve as a project team leader in the development, implementation, maintenance, and enhancement of email systems, databases, web services, and network infrastructure components.
  • Ability to plan, direct, and control the activities of technical team members.
  • Ability to administer multiple projects simultaneously.
  • Ability to establish and maintain effective working relationships with departmental team members, office-based, and school-based team members.


PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office environment. Duties require travel to schools and facilities throughout Baltimore County and other areas, and the lifting and carrying of heavy network infrastructure equipment (up to 75lbs). Possession of a valid driver's license equivalent to a noncommercial class C, Maryland driver's license is required at the time of application. May be required to use their own vehicle to respond to remote sites for troubleshooting and repair work.



CONDITIONS OF EMPLOYMENT:
Employees in this classification are Essential-As-Needed Personnel which states that employees are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.

Persons appointed to this class will participate in a rotational 24/7 on-call and may be required to work beyond their normally scheduled hours with little or no advanced notice. A cell phone and data plan stipend will be provided. Work includes evenings and weekends as required. Persons appointed to this classification must be of good moral character and emotionally stable as determined by a comprehensive background investigation and fingerprint check.


FLSA: Exempt

SALARY: Grade 09 on the BCPS OPE 12 Month payscale $86,194-133,256.

Eligible for the Baltimore County Employees' Retirement System.
