Job Description

Role and Responsibilities

This position is contingent upon program award.

LOCATIONS: Aberdeen Proving Ground, Maryland; Huntsville, Alabama; Colorado Springs, Colorado

POSITIONS: General Engineer I - V including General Engineer IV (Working Leader)

SUMMARY

Evaluates, selects and applies standard engineering techniques, procedures and criteria, and makes adaptations and modifications, with varying levels ofsupport based on level of position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Positions range from performing a variety of routine engineering tasks designed to provide experience and familiarization with engineering methods, practices, and programs with a high level of support, to independently evaluating, selecting, adapting, and modifying standard techniques and criteria in order to plan and conduct engineering assignment.

  • General Engineer I - Performs a variety of routine engineering tasks designed to provide experience and familiarization with engineering methods, practices, and programs. Works under the guidance and direction of an experienced engineer; assignments screened for unusual or difficult problems and techniques; or procedures to be applied to the solution of problems will be selected by an experienced engineer or the supervisor. Provides professional engineering support within allocated task resources. Performs limited portions of engineering tasks under the detailed direction of an experienced engineer. Applies commonly used equations and techniques to evaluate and solve assigned problems or systems. More specific requirements for Electronic, Mechanical, Network and Software positions follow.
  • General Engineer II - Performs routine work requiring application of standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks. Provides professional engineering support with increasing independent accomplishment. Assignments are screened for unusual or difficult problems; receives close supervision on new aspects of assignments. Duties and responsibilities include: performs specific and limited engineering tasks of a broader assignment under the direction of an experienced engineer; prepares computations, specifications, and reports of limited scope and complexity; applies standard practices and techniques in specific situations; and may be assisted by a few support personnel.
  • General Engineer III - Independently evaluates, selects and applies standard engineering techniques, procedures, and criteria, and makes minor adaptations and modifications. Provides independent and professional support on portions of complex projects. Specific assignment objectives, approaches, and possible solutions are reviewed for accuracy and completeness. Duties and responsibilities include: independently performs a project assignment that involves complex features and can be guided by codes, standards, and other precedents of the discipline; analyzes and/or evaluates the results of an analysis using techniques prescribed by senior engineers or supervisors; and accomplishes tasks of which require investigation of a many variables.
  • General Engineer V - Independently evaluates, selects, adapts, and modifies standard techniques and criteria in order to plan and conduct engineering assignment. Performs project work through extensive knowledge of engineering practices and policies to devise new approaches to resolve problems. Operates with general instructions in an independent mode and receives guidance on special problems or when requested. Duties and responsibilities include: independently plans, schedules, conducts or coordinates detailed phases of engineering work through the selection and adaptation or modification of techniques, procedures, and criteria; analyzes complex features of the work and applies principles and practices of the discipline, or devises new approaches in problem solutions; thoroughly reviews all results from assigned tasks and determine if outputs are complete, correct, integrated with project objectives, and adequately documented; and independently prepares (or directs others in the preparation of), computation/analyses, specifications, and technical reports in the specific area of technical expertise; selects and applies engineering techniques and procedures to analyze and evaluate specific problems, data, or other features of the work which are broad in scope and complexity; and reviews and evaluates the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of engineering tasks. Plans, designs, coordinates, executes, monitors, evaluates and reports test and evaluation of materiel, incorporating state-of-the-art technology and requiring substantial deviation from established test procedures and/or development of new test capability or instrumentation systems. Performs fundamental research, feasibility, engineering design or development of tests. Performs independently on projects having the characteristics described above. Attends meetings and conferences that relate to assigned area of responsibility and assists in the isolation and resolution of controversial and novel issues regarding items being developed and tested. Informs Government personnel about matters covered during meetings and information provided and received. Assists in scheduling tests and coordinating support requirements with test scheduling office and supporting organizational elements. Observes or participates in the execution of assigned tests as required. Monitors performance of the test item and adequacy of data collection, and facilitates range, test course and laboratory safety. Coordinates with others to assure all safety, security, environmental and community concerns are adequately addressed. Reviews the data collected for completeness, accuracy and validity. Analyzes test data in terms of serviceability, cost conditions where the item will be developed, etc., and prepares final test report outlining problem areas revealed during the test and making recommendations and conclusions as to the suitability of the materiel being tested. Due to the uniqueness and complexity of materiel being tested, the incumbent is required to prepare intricate, detailed and interpretative analysis of test results.
  • General Engineer IV (Working Leader) - May serve asworking leader responsible for leading and providing technical advice and direction to personnel. Duties may include, but are not limited to, monitoring work; ensuring product quality, accuracy, and timeliness; consolidating reports for COR regarding status updates and billing; and reviewing collected data for completeness, accuracy, and validity. Coordinates with others to assure all safety, security, environmental, and community concerns are adequately addressed. Serves as an expert for providing technical guidance and information to meet requirements. Operates with general instructions; selected portions of work will be reviewed in detail to measure adequacy of approach, execution, and presentation. Duties and responsibilities include: devises new approaches to problems encountered and to accomplish assigned tasks with efficiency, dispatch, and thoroughness; independently prepares (or directs others in the preparation of), computation/analyses, specifications, and technical reports in the specific area of technical expertise; selects and applies engineering techniques and procedures to analyze and evaluate specific problems, data, or other features of the work which are broad in scope and complexity; and reviews and evaluates the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of engineering tasks.     QUALIFICATIONS AND REQUIREMENTS:

  • Education: Must possess a Bachelor's Degree in engineering specialization or related discipline and one to ten years applicable experience(design development, and/or testing planning, reviewing, or executing testing of military systems) varying withlevel of position. AMaster's degree mayreduce the requiredamount of applicable experience. For higher levels (General Engineer IV(Working Leader) and General Engineer V), must possess a Master's Degree in Engineering specialization or related discipline and fifteen to twentyyears applicable experience. ADoctorate Degree in Engineering specialization or related discipline may reduce the required amount of applicable experience.
  • Experience: Experience in DoD integrated test philosophy, test regulations, and coordinated test and evaluation programs are required. Must be familiar with DoD drawings, specifications practices, formats and procedures. Top Secret/Sensitive Compartmentalizes Information (TS/SCI) security clearance is required. Higher levels (General Engineer IV (Working Leader) and General Engineer V) require 3-5 years leading/supervising.

  • Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the functioning of simulators and its surrounding environment.
