Job Description

RESPONSIBILITIES:

  • Manages the Cooperative's Standards Program.  Provides for the evaluation and recommendation of new products and technologies; research, analysis, and support for implementing uniform and best business practices; update, maintenance, and communication of engineering design and construction standards; and enforcement of approved standards, specifications, and procedures through interaction with other departments, manufacturers and sales representatives, and associated government agencies to optimally select the best suited engineering designs, specifications, and conditions of service for consistent application on the Cooperatives' system.

 

  • Investigates, monitors, analyzes, and acquires applicable data necessary to recommend solutions to Electric Operations personnel in addressing all types of power quality disturbances and customer complaints regarding electric service performance and reliability related issues.  Keeps current with matters concerning electromagnetic fields (EMF), coordinates EMF testing, and assures adequate and reasonable responses to customer's questions or concerns.

 

  • Performs field and regional office visits to gather information pertaining to unit construction practices and ensures that construction practices are compliant with RUS standards.  Provides information and explanations to CAD group to create/revise standards drawings and to Work Management group to develop or update construction units in the Work Management Information System (WMIS).

 

  • Ensures that the Distribution Construction Standards and Transmission/Substation Construction Manuals are kept up to date in both hard and electronic copy formats.  Ensure that notifications of updates are communicated to all pertinent personnel.

 

  • Chairs the Cooperative's Standards Committee(s) ensuring that multiple departments are represented and that thorough investigation is undertaken concerning material/product evaluation and acceptance testing.  Maintains an attitude of safety first in relation to all material and work practice issues.

 

  • Reviews RUS Bulletins and Regulations, IEEE, ANSI, NESC, NEC, OSHA, and PSC requirements regularly for changes that impact any Distribution, Transmission, and Substation Standard.

 

  • Reviews the Cooperative's Retail Electric Service Tariff and recommends updates and modifications on an as-needed basis to ensure the tariff is reflective of current day practices and procedures that most satisfy Cooperative and customer best interests for providing and ensuring the cost-effective reliable power is available to all end-use customers.

 

  • Performs other such duties as assigned and completes training necessary to maintain and enhance job performance.
Required Skills

Bachelor of Science degree from an ABET accredited engineering college or university in an engineering discipline is required, with some computer, power systems engineering, and technical writing courses preferred.  Registration as a Professional Engineer in the State of Maryland is preferred.

Required Experience

Must have seven or more years of increasingly responsible experience in the engineering, construction, or operations department of an electric utility or engineering consulting firm.  Familiarity with electric utility transmission, switching stations, substation, and distribution facility design, planning, construction, operations and maintenance, related applications software, and administrative principles and practices is required.
