Job Description

Position Overview:

Alutiiq Information Management, LLC supports the USDA in implementing CDM Phases 1, 2 and 3. Prior, during and post solution implementation, USDA enterprise-wide CDM customers may have unique requirements which have not been met or will not be met in the future by the CDM program. The Government requires an Acquisition Expert with Cybersecurity understanding in order to support evolving program requirements. The PPBE expert's primary objective is to establish, justify, and acquire the fiscal and manpower resources needed to accomplish missions in executing the CDM strategy. They will be engineering the planning and budgeting process used by the CDM program to convert strategies and priorities into the program into the agency budget. The PPBE process is part of an integrated suite of business processes designed to align resources to requirements in order to fulfill capability gaps and minimize duplication in fulfillment of Agency strategic goals. Their focus will require a high-level, multi-year structured analysis of alternative uses of capabilities and capacities.

Primary/Major Duties and Responsibilities (Essential Functions):

  • Monitor and analyze costs, perform financial analysis for costs, sales, and manpower requirements.
  • Determine objective and associated costs or meeting those objectives
  • Must be organized with attention to detail
  • Evaluation of strategic program goals as align to programmatic costs
  • Creation and monitoring of key performance indicators.
  • Determine, analyze, and explain variances of planned budget to actual cost.
  • Provide business analysis support to assess execution to planning for lessons learned plan to achieve objective.
  • Assist with monthly, quarterly and annual forecasting process. Work with stakeholders to collect inputs and compile into a meaningful reporting format.
  • Perform variance analysis to forecasted results identifying specific drivers of deviations from estimates.
  • Ability to organize and communicate complex material in a logical, clear and concise manner


Required Skills

Required Qualifications and Experience:

  • Graduation from college with a major in accounting, finance, business or an allied field, and demonstrated experience in financial analysis; or an equivalent combination of education and experience.
  • Ability to articulate and translate complex program concepts into understandable objectives.
  • Familiarity with Federal standards, specifically NIST standards.
  • Must have expert knowledge and work experience with the CDM Phase 1 solutions.
  • Oral and written communication skills in the English language.
  • Must be organized with attention to detail.

  • At least 10+ year of experience with DoD or Federal Civilian agencies.
