Manager III- Sediment and Stormwater Inspection Manager

Salary Range: $77,453 - $141,566

 

 

The Department of Permitting Services is seeking a Manager III, Sediment and Stormwater Inspection Manager, to join their team.

 

The position manages water resource program operations and regulatory requirements established in Federal, State and County law. This includes sediment control, stormwater management, floodplain management, special protection areas, and tree protection. This includes providing supervision, direction, and guidance to a group of field supervisors and inspectors in directing the day-to-day activities of the assigned section of the Land Development Division as well as overseeing programmatic procedures and amendments to maintain required program compliance.

 

The employee utilizes professional expertise for conformance with applicable codes, standards, and regulations and coordinates inspections with other sections of the Department of Permitting Services as well as other departments and agencies to ensure regulatory compliance with the construction standards. Ensures that requirements, policies, and procedures are correctly and uniformly interpreted and applied. Employee advises the Division Chief and Director in the evaluation State and County legislation and regulations. Work is performed under the general supervision of the Division Chief and higher level departmental managers.

 

The employee is also responsible for:

• developing and disseminating goals and priorities;

• working with the Division Chief on budgetary and other administrative matters;

• discussing with builders, developers, architects, engineers, elected officials, and community/civic leaders the interpretation of regulatory requirements, resolution of disputes, and providing necessary liaison;

• code enforcement, legal procedures, documenting violations providing testimony to judicial, quasi-judicial and administrative bodies;

• overseeing the inspection of sites and activities regarding code interpretations and construction methods that vary from approved plans and including emergency situations;

• educating staff and the general public on environmental compliance, proper construction methods, codes and standards

and policies/procedures related to construction;

• testifying at hearings and court sessions; providing advice, guidance, and recommendations designed to elucidate and

support divisional programs and regulations;

• monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures;

• modifying existing programs and creating new programs in response to changes in federal, state, and local laws and regulations and program requirements.

• working with clients of diverse backgrounds and skills, individually and in groups, to provide service and communicate decisions/policies

 

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation

 

Minimum Qualifications

Experience: Five (5) years of progressively responsible professional experience in the design, review, inspection and implementation of regulatory requirements for sediment control, stormwater management, floodplain management, special protection areas or other environmental programs

Education: Graduation from an accredited college or university with a Bachelor's degree

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties
