Job Description

The Deputy Program Manager (DPM) for Training Site Development reports to the Program Manager for Training Site Development and will be supporting a seven (7) month task order on an IDIQ security contract. He/she is responsible for supporting the PM with the overall management and coordination of requirements specific to the task order. This includes, but is not limited to ensuring all deliverables are compliant to and meets contract and project requirements while working within financial and operational parameters and ensuring satisfactory performance, safety, and client satisfaction. The DPM also acts as the central point of contact when the PM is unavailable.

Primary/Major Duties and Responsibilities (Essential Functions):

  • Identify visa requirements for Americans and Third-Country Nationals currently serving on the program that would be required to attend training at the designated site
  • Assess the current training site, confer with the developed curriculum for the maximal effectiveness of the facility and the training requirements, and provide recommendations to personnel that are charged with training curriculum development.
  • Review the Training Management System (TMS) as provided by the DoS, and provide recommendations and detailed information of designated site to assist in the implementation of the system to support training at the site
  • Analyze the data provided to assess future training throughput (number of routine training deliveries to support estimated number of contractors identified to be trained), and provide a detailed report
  • Review all facilities required to support training deliveries at the site and develop a needs based assessment to provide both a rough order estimate and a detailed list of equipment that is required for the delivery of training
  • Create a proposed training site report that includes level of effort of the number of instructors and type to be applied at the location
  • Provide detailed recommendations on the operations and maintenance of the site.
  • Assess and report local availability to procure vehicles, both armored and non-armored, that are comparable to vehicles currently utilized in customer training
  • Provide a risk assessment with mitigation analysis in relation to government provided training at the site
  • Provide site surveys and plans for medical services that would be used in the event of a medical emergency
  • Develop business relationships with the managing partners of the site necessary to facilitate training
  • Assess available ammunition at site in comparison to current requirements, and provide recommendations and alternatives via a report
  • Act as primary point of contact and communicate effectively with the US Government employees and departments to accomplish tasks and requirements and promote a customer friendly environment in support of operations at all levels
  • Meet the requirements of the task order, delivering high quality products that align with the needs of the customer and in accordance with applicable statutes and industry best management practices
  • Provide required reports to supervisor detailing all pertinent activities that have occurred in the previous month concerning any security and safety issues


Required Skills

Required Education and Experience:

  • US citizen
  • Must possess either:
    1. A Master's degree from an accredited institution and four (4) years of applicable work experience
      • A minimum of two (2) years of this experience must have been work in planning, evaluating, analyzing, and implementing government training programs, and/or a specialization in logistics and/or construction projects.
      • A minimum of one (1) years of this experience must have been supervisory experience.
    2. A Bachelor's degree from an accredited institution and seven (7) years of applicable work experience
      • A minimum of three (3) years of this experience must have been work in planning, evaluating, analyzing, and implementing government training programs, and/or a specialization in logistics and/or construction projects.
      • A minimum of two (2) years of this experience must have been supervisory experience.
    3. An Associate's degree and ten (10) years of applicable work experience.
      • A minimum of four (4) years of this experience must have been work in planning, evaluating, analyzing, and implementing government training programs, and/or a specialization in logistics and/or construction projects.
      • A minimum of three (3) years of this experience must have been supervisory experience.
  • Must possess demonstrated experience working with a wide range of procurement and logistics issues
  • Demonstrated experience supporting international administrative and logistical support functions
  • Strong leadership and communication skills (verbal and written), ability to multi-task and work under pressure
  • Ability to use Microsoft Word, Excel, PowerPoint
  • Must have Active Secret Clearance

Preferred Education and Experience:

  • Experience with Department of State
  • Project Management Professional (PMP) certification

Travel:

  • This position could require up to 30% travel to austere environments and/or developing countries.
