Job Description

Senior Protocol & Special Event Specialist

The candidate shall provide support as a Senior Protocol and Events Specialist for the Executive and Legislative Affairs Department at Walter Reed National Military Medical Center (WRNMMC). This position is contingent upon award.

 

Qualifications: The candidate must meet or exceed the following qualification criteria:

 

  • Degree/Education/Certification:

 

  1. Certification as a Meeting Professional (CMP), in Meeting Management (CMM) or Government Meeting Professional (CGMP) is highly desired.
    • Experience:
    • 1.   Minimum of 5 years’ experience in a Headquarters level protocol office is required.
  • Skill/Qualities:

 

    1. Comprehensive knowledge and understanding of the organization, function, organizational culture, and operations of WRNMMC and of the major issues, goals, and objectives of the organization to properly identify market opportunities, and formulate marketing plans and strategies which support the WRNMMC strategic and annual plans for existing and future health care services including enrollment affecting fiduciary related issues.
    2. Expert knowledge of marketing and strategic communications including education principles, and methods associated with health care, product line, and consumer marketing.
    3. Expert knowledge and demonstrated experience applying principles and tenets of Strategic Communications and Marketing with a high degree of resourcefulness, ingenuity and creativity to diverse populations.
    4. The position requires knowledge of statistical techniques, information management principles, and operations research in order to be able to develop functional requirements for data analysis and to perform program management marketing/cost-benefit analysis, and other functions.
    5. Possess knowledge and understanding of Department of Defense and federal government rules, regulations, and culture and has the ability to work effectively within a fast-paced healthcare system in which political issues may affect delivery of services.
    6. Ability to manage multiple projects at one time, meet deadlines and complete projects in a stressful but challenging environment. Ability to influence senior leadership, and guide subordinates. Understanding of the chain of command and how to utilize it effectively.
    7. The incumbent will need to function in a work environment which may frequently shift priorities and critical/focal issues in response to changing needs and a developing organizational structure, both within and beyond WRNMMC and the NCA. Adaptability and flexibility will be requisite, in order to maximize resources and achieve efficient, effective marketing operations. Performance requires the ability to understand multiple means/types of health care service delivery/providers and to effectively convey the parameters, availability and desirability of these resources to the Strategic Communications Service Chief.

Specific Duties/Tasks The Candidate Shall Perform:

 

The Senior Protocol and Special Event Planner will provide the following services to include, but will not necessarily be limited to the following:

 

  1. Provide expertise and experience in Protocol at the Executive Level, coordinates and facilitates WRB protocol support for U.S and foreign dignitaries including U.S. elected, appointed and military leaders and diplomatic leadership partners.
  2. Coordinate official command visits to WRNMMC with the Action Officers representing leadership for all uniformed services, federal agencies, foreign embassies and other CEO equivalent visitors and their staff.
  3. Executes full range of protocol activities held at WRNMMC which showcase the health care delivery processes, research activities or congressionally mandated programs at the direction of the Department Chief,.
  4. Possess expert knowledge of ceremonial honors, courtesies, observances, etiquette, and other protocol precedents for military and civilian entities. Apply this knowledge to complex protocol activities and exceptionally difficult matters relating to protocol planning, management, and utilization of protocol resources.
  5. Formulates and recommends best practice policies and processes governing the protocol functions for Executive Services.
  6. Showcase world-class dynamic programs by coordination and execution of official visits to build and sustain relationships which advance the Department of Defense (DoD) and service leadership goals.
  7. Coordinate logistical engagement of WRNMMC leaders, colleagues and staff interface with senior officials and members of nation’s elected / appointed and military leadership.
  8. The Protocol Specialist will brief the Chief of Executive Services on the coordination details of the visit, who will greet on behalf of the Command, what subject matter experts will be present, parking/transportation arrangements, any briefs to be given, etc. Does not provide subject matter briefings, but brief the Department Chief on the overall facilitation of the visit.
  9. Mentors command participants to ensure that program structure and command / individual efforts reflect the philosophy and tone of the Commander, WRNMMC.
  10. Develops and promulgates background materials, itineraries, intended themes, talking points and protocol guidance for leadership and subject matter experts to establish and ensure protocol continuity and practice.
  11. Develops, implements and executes protocol activities in support of special events, nationally recognized and local ceremonies, official visits and briefings for senior elected/appointed officials and U.S. military / foreign dignitaries based on protocol precedents and by demonstration of current training and knowledge of protocol customs and courtesies.
  12. Formulate / recommend policies and procedures governing protocol management, ensuring protocol programs are consistently clear, relevant, concise, well organized and appropriate to target audience.
  13. Creates and distributes event invitations and reception cards both digitally and for embossed / engraved print
  14. Prepares seating plans for key briefings, special events and ceremonials based on protocol precedents.
  15. Tracks responses, addresses accessibility requirements and parking considerations working directly with leader’s executive office staff, command, service and federal security agencies.
  16. Creates, manages and maintains a current dignitary database to facilitate preparation of invitations, background information on senior visitors and points of contact within their offices.
  17. Manages and maintains a current protocol reference library which includes the White House, key White House executive staff, Cabinet Members and each Military Service at a minimum.
  18. Coordinates and tracks all Executive Services disposition of Command Medallions/official gifts.
  19. Facilitate and assist legal/security review of official gifts received by foreign and domestic sources as requested by the Command
