Job Description
The Monitoring and Evaluation (M&E) Specialist provides technical assistance in: general program monitoring and evaluation; developing indicators for monitoring ANSI project performance, particularly for USAID projects; developing and maintaining the Monitoring, Evaluation, and Learning Plan; supporting project design; producing annual reports on project performance; and supporting ANSI to learn from and make decisions based on monitoring and evaluation data.

Specific Responsibilities

Lead the ANSI International Policy team efforts around establishing performance measures, collecting and analyzing performance information, planning and managing evaluations and assisting management in using the performance information for decision-making and resource allocation.
  • Coordinate the creation and maintenance of a Monitoring, Evaluation and Learning Plan including assessing the validity of the information and indicators that contribute to that plan.
  • Support the Director, International Development in review of the project and department budget to provide adequate financial resources for evaluations, special studies and assessments.
  • Provide input into the design, implementation and dissemination of evaluations, special studies and assessments.
  • Assist the project team to select data collection methods for adequate monitoring and evaluation of private sector partners' performance and of the program as a whole
  • Coordinate the regular review of progress towards achieving project objectives through program reviews, portfolio reviews or other processes.
  • Seek ways to streamline the process and increase efficiency in gathering and using performance information.
  • Assist ANSI Senior Management in building staff M&E capacities.
  • Perform other duties and carry out special projects with direction from supervisor
Education and Training
  • Master’s degree in a development field, social science, economics, or relevant discipline.
Skills and Experience
  • Minimum of five years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization.
  • International experience (either studying or working) strongly preferred
  • Ability to work effectively in fast-paced and rapidly changing environments
  • Must be able to exercise discretion and solid judgment when operating in highly political environments.
  • Team player with the ability to interact with all levels of the organization.
  • Outstanding written and oral English communication skills
  • Proficiency in Microsoft Office applications (Word, Excel, Power Point, MS Project)
