Export Control Officer

Position Summary:
The Vectronix Export Control Officer (ECO) will be responsible for preparing documentation and performing actions with respect to export compliance commensurate with U.S. regulations and SAFRAN Group policy. The ECO will be responsible for maintaining an awareness of all governing regulations with respect to company export operations, with specific emphasis on the ITAR. The major effort will deal with preparation of all types of required export policy, reports, applications and licenses for review and signature by company officials.
Essential Duties and Responsibilities:
Primary duties include but are not limited to:
• Research, analyze and interpret U.S. and Foreign Government regulations and assist in determining their effect on Vectronix Inc operations.
• Research and prepare export license applications for Department of State and Department of Commerce.
• Assist in the preparation of Technical Assistance Agreements (TAA), and draft Voluntary Disclosures as required.
• Assist in the preparation of Warehouse Distribution Agreements (WDA) and Manufacturing License Agreements (MLA).
• Maintain and update company Export Compliance Manual, Technology Control Plans and Export Control Procedures.
• Monitor and improve compliance with ITAR and EAR.
• Track status of all export authorization requests from internal request to Government approval.
• Maintain records of all technical data transfers, defense services provided, and ITAR and EAR exceptions used.
• Provide day-to-day assistance to business units on compliance with ITAR, EAR, OFAC and other import/export laws.
• Ensure all regulatory requirements related to import/export of controlled items, information, and/or services are maintained and documented.
• Brief employees on license/agreement provisos/limitations.
• Perform regulatory analysis to help determine proper jurisdiction and appropriate classification of hardware, software and technology.
• Develop and implement training programs for compliance and assist in review of policies, procedures and systems to manage day-to-day import/export compliance.
• Participate in compliance audits of import/export activities.
• Serve as focal point for U.S. Customs inquiries of company shipments.
• Work with export broker to ensure that export documentation (e.g. shipping export declarations, AES transmissions, etc…) are properly completed and maintained.

Education and/or Experience:
• Bachelor’s Degree from an accredited university required.
• Minimum ten (10) years professional experience, at least five of which are in import/export controls.
• Detailed knowledge of import/export regulations (ITAR, EAR, OFAC, ATF, Customs)
• Direct experience with preparation of licensing for defense articles and defense technical data and with preparation of Technical Assistance Agreements.
• Two year’s experience in financial, legal and/or government contract compliance.
Language Skills:
• English Language fluency required. Familiarity with German or French a plus.
Travel Requirements:
• Travel required – less than 10%.
Computer Skills:
• MS Office Suite of programs, including MS Word, MS Outlook, MS Excel, PowerPoint.
• Internet capable.
