Major Duties
If selected for this position, you will serve as a Senior Procurement Analyst within the Acquisition Policy Office, Office of Acquisition, Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will use your knowledge of procurement and contracting to plan, analyze, or evaluate procurement programs; review proposed contractual actions for conformance with regulatory requirements and practices; develop policies and procedures; and provide advice and guidance.
Duties include:
* Serving as the Lead for the Office of Acquisition Contract Review Program for periodic reviews of strategy and documentation at various acquisition lifecycle phases including solicitation, source selection, award and closeout.
* Representing the Office of Acquisition in working groups and boards throughout DHS. Participating and leading the Office of Acquisition efforts to implement the DHS Secretary's Efficiency Review Initiatives.
* Participating in strategic planning and implementation efforts, especially as it relates to quality improvement.
* Developing and presenting training on contracting related topics. Mentoring junior operational acquisition employees in the areas of cost/price analysis and negotiation.
* Providing expert advice to Contracting Officers and Contracting Officer Representatives on complex issues related to acquisition strategies, documentation, contract negotiation and administration.
* When requested, participating in the development and review of specific acquisition strategies, solicitations, source selection plans, and other pre-award acquisition document preparation to ensure that sound business judgment is exercised and all regulatory/policy requirements are met.
* Contributing to the development of acquisition policy, procedures, guidance and templates.

REQUIREMENTS for the J Pay Band:
A. Completion of all mandatory training (listed below) prescribed by the head of the agency for progression to GS-14 equivalent or J Band or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least one year of that experience must have been specialized experience equivalent to at least the I Pay Band or GS-13 level in the Federal service or equivalent in the private sector that typically included interpreting and advising on procurement regulations and contracting principles, including the latest and most updated procedures and techniques; conducting contract negotiations and analyzing complex cost proposals; soliciting, evaluating and awarding competitive contracts and/or task orders under multiple-award contracts; managing a variety of contractual/procurement actions occurring simultaneously; analyzing procurement strategies and proposals and making informed decisions; and dealing with internal and external customers in resolving complex and
controversial issues.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

TRAINING REQUIREMENTS: In addition to the education and experience requirements listed above, applicants must meet the following Department of Homeland Security training requirements:
Defense Acquisition University: CON 110 Mission Support Planning (or equivalent)
Defense Acquisition University: CON 111 Mission Strategy Execution (or equivalent)
Defense Acquisition University: CON 112 Mission Performance Assessment (or equivalent)
Defense Acquisition University: CON 120 Contracting for Mission Support (or equivalent)
Targeted Elective - 16 hours
Defense Acquisition University: CON 202 - Immediate Contracting (or equivalent)
Defense Acquisition University: CON 204 - Intermediate Contract Pricing (or equivalent)
Defense Acquisition University: CON 210 - Government Contract Law (or equivalent)
Defense Acquisition University: CON 353 - Advanced Business Solutions for Mission Support (equivalent courses would be completion of both CON 301- and CON 333).

Two Targeted Electives - each should be a minimum of 16 hours of assignment or individual specific learning identified as developmentally beneficial for the individual for career progression. Electives can include formal training or education, seminars, conferences, special projects, or other developmental activities in the procurement field. Day-to-day work experience may not be used to fulfill elective requirements.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
