The Enterprise Architect will provide expertise and direction in implementing enterprise architecture practices at a large Federal Agency. She/he will be responsible for leading and engaging in enterprise architecture governance and strategic planning activities, as well as in conducting architecture development activities to capture/design segment business processes, data, systems, services, technology and performance aspects.
Responsibilities:
• Organize and conduct EA governance group activities.
• Propose approach for better integration of EA/CPIC/Budget functions within the Federal Agency.
• Propose approach for better alignment of Agency investments to cross-cutting government initiatives (e.g. ARRA), and recommend EA process improvements to support this alignment.
• Organize and conduct IT Strategic Planning and Segment Transition Planning workshops and other related activities-Maintain the IRM Strategic Plan and propose approach for better alignment of IT strategic planning activities with business strategy planning activities.
• Maintain the Enterprise Transition Strategy and update it as Segment Architecture Transition Plans are finalized.
• Lead the design of a segment architecture that:
o is tightly integrated with the business strategy and the business, information and technical architectures,
o integrates structured and unstructured data to support business requirements, and
o enables information integration and interoperability across key systems
• Coordinate inter-disciplinary groups (contractors and federal staff) for the development and maintenance of segment architecture transition plans, in accordance to the OMB planning and reporting requirements for federal agencies.
• Develop segment architecture deliverables according to FSAM
• Define/refine segment architecture development methodologies.
• Define/refine enterprise architecture standards and procedures.
• Stay current on OMB EA Assessment frameworks, OMB segment architecture requirements, OMB memos and circulars (e.g., A-11, A-300), FSAM, PART.
• Stay current on EA frameworks (FEAF, Zachman, TOGAF, DODAF, others).
• Stay current on industry trends and developments in enterprise architecture.
Requirements:
• Master’s degree in software or systems engineering, computer science, information systems management, MBA or the equivalent.
• At least 10 years progressive experience in enterprise architectures with emphasis on enterprise architecture in the federal government.
• In-depth knowledge of: OMB EA Assessment frameworks, OMB segment architecture requirements, OMB memos and circulars (e.g., A-11, A-300), FSAM, PART.
• Demonstrated ability to emerge as "trusted advisor" for executive-level IT clients.
• Hands-on experience with EA frameworks: FEAF, Zachman, TOGAF, DODAF, others. (min. 6 yrs)
• Proven experience in analyzing and modeling data architectures and process architectures. Business Process Modeling ' BPMN or UML Activity Diagram
• 6+ years of experience in developing and implementing IT architecture plans, information architecture integration standard and guidelines, software development methodologies and strategic plans.
• Strong leadership skills to indirectly manage across functional teams toward common solutions.
• Strong analytical and problem solving skills.
• Excellent verbal and written communication skills-ability to explain and document the enterprise architecture to diverse audiences (technical, business, etc).
• Highly self-directed and able to manage and prioritize multiple concurrent and competing challenges, issues, ambiguities, and contradictions.
• Demonstrated team-player with results oriented track record.
